VTrans Rural Transit Provider Management Study: The purpose of the study is to analyze the managerial capability and financial capacity of rural transit providers to determine whether any of these systems are at risk of failing and to identify policy changes and technical assistance that should be provided to improve managerial capability and financial capacity.
