The following outlines the major activities of CCMPO in September 2005 by Work Task.  This is the third month of our FY 2006.  Therefore, 25% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 25 %Complete [Staff Manager: Bill Knight]

·        Board meeting held a special meeting on September 7 and its regular meeting on September 21, 2005.  Major items included the following:

o    Hired Scott Johnstone as the new Executive Director and he started on October 2

o    Heard a presentation from VTrans Secretary Dawn Terrill on SAFETEA-LU

o    Heard a presentation from the Executive Director on the new planning requirements in SAFETEA-LU

o    Approved Prioritization of SAFETEA-LU Earmarks

o    Discussed the Operating Procedures for the 2030 MTP Advisory Committee

·        The Executive Committee met on September 7, 2005

1.02 Technical Advisory Committee (TAC) – 25% Complete [Staff Manager: Peter Keating]

·        The TAC approved a project prioritization list that included earmarked projects as requested by VTrans, heard presentations on the 2030 MTP and rail issues, and appointed the members to a TLC and Enhancements review committee.

 

1.03 Training and Staff Development – [All staff] 25% Complete

·        Peter Keating presented details of the CCMPO’s Safe Routes to Schools program at the annual meeting of the Northern New England Chapter of the American Planning Association held in Maine.

·        Daryl Benoit attended "Northeast Regional Highway Data Workshop & Conference", Saratoga Springs, New York on 6-8 September.

 

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 25% Complete

·        Conducting face-to-face meetings with municipal officials & others to solicit comments on the Initial Draft of the 2006 Regional Plan. 

·        Began preparing the Intermediate Draft Plan based on feedback received on the Initial Draft Plan.

2.1.1 Regional Build-out Analysis - 5% Complete

·        Staff will be finishing the Williston build-out in early October.

2.1.2 Decision Support System (DSS) 0% Complete

·        No funding in initial FY06 budget.

2.2.1   Asset Management Support- 25% Complete

·        AssetGIS Version 9 software has been delivered from consultant.  Staff installed the new software, provided formatted data, and walked municipal staff through the tool in Essex Junction, Jericho and South Burlington.  GPS field work for Milton is complete; staff delivered formatted data to municipal staff, and walked them through Version 3.2 of the program (including the MicroPaver extension).  Shelburne is the next municipality that has requested CCRPC Asset Management support.

2.2.4 Storm water Planning - 0% Complete

·        No funding in initial FY 06 budget.

2.2.5 Data Update and Maintenance - 1% Complete

·        No updates this month.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 5% Complete

·        Provided maps to consultant for Safe Routes to School.

·        Discussed project scope and timeline for CCMPO’s TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW” with CCMPO staff.  Initial GIS screening of tax parcel data completed.

2.02 Regional Comprehensive Planning - CCMPO

·        Continued staff participation on the CCRPC’s Plan Review and Update Committee.

3. Multimodal Transportation Planning

·        Held hearings on changes to CATMA route

·        Held hearings regarding termination of Ledgwood and South Meadows routes

·        Created new Pine Street and Lakeside Commuter route to replace Ledgwood and South Meadows

·        Planning/ Permitting/Lease Agreements for St. Albans Link

·        Held hearing on increasing fare for St. Albans link to $4

3.01.20 Maintenance and Facility Planning - 45% Complete

·        Obtaining pricing on CCTA bus storage expansion

·        Working with Winooski on Multimodal Grant application

·        Working the Burlington on Transit Center and Intercept Parking Facilities

3.01.21 Financial Planning – 30% Complete

·        Working on FY06 Capital and operating programming

3.01.22 Regional Public Transportation Expansion - 0% Complete

·        No work planned or undertaken.


3.01.2 Public Transit Planning by CCMPO & Human Services Transportation Analysis– 15% Complete http://ccmpo.org/ptp/index.html [Staff Manager:  Peter Keating]

·        Unmet Needs survey distributed to 40 plus social service agencies and transportation providers.  Ten surveys returned through September

3.02 Environmental Planning – 5% Complete [Staff Manager: Christine Forde]

·        Staff attended a joint meeting of the CCRPC Natural Resources and Transportation and Utilities subcommittees to discuss air quality issues with VTrans and ANR.

 

3.02.1 10% Challenge - 17% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·        One sponsor (Twin Oaks) committed to support Way to Go, in-kind contribution value for 1,000 participants, a $35 value will be $35K.

·        Channel 17 show planned for Tuesday, November 15 on transportation alternatives, promotion of CCTA, no-idling and discussion between land use and transportation, climate/air quality.

·        ACA Board meeting held Sept 2nd; November 5th strategic planning meeting coordination underway.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Consulted with Hinesburg resident to become more active on transportation in town.

·        Consulted with Burlington resident to volunteer to raise awareness and solicit support for meeting Kyoto protocol.

·        Consulted with UVM class regarding project to develop a bio-diesel directory.

·        Suggested list of strategies refined for Mayor’s Office, on how to move to the next level regarding achievement of target goals for GHG reductions by 2010.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Collaborated with UVM Environmental Council, Climate Action Committee to develop work program and small grant application to advance “turn off your engine campaign” campus/city wide along with other greenhouse gas emissions reduction strategies.

·        No-idling signs to Ben & Jerry’s.

·        American Lung Association will be advancing legislative agenda throughout New England for healthy high performance schools including no idling in schools.  ACA participating in discussions with several partners including State of Vermont, Association of Vermont Recyclers, Vermont School Boards Insurance Trust, Vermont Department of Health ENVISION program, American Lung of Vermont, ANR and CSWD.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Participated in a panel discussion at annual Renewable Energy Vermont conference in Burlington.  Fifty people attended.

·        October 2005 eMission newsletter in development.

3.03 Bicycle/Pedestrian Transportation Planning – 25% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Staff is a member of the advisory committee to the update of VTrans Bicycle/Pedestrian Policy Plan.

·        Comprehensive interview with the VTrans consultant about the region’s bicycle/pedestrian issues and relationship to the state on these issues.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 25% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Planning for Walk to School Week events at three SR2S schools.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 5% Complete [Staff Manager:  Peter Keating]

·        Project advisory committee operating procedures were reviewed by the Board.

3.06 Transportation Demand Management (TDM) Program – 25% Complete [Staff Manager: Peter Keating]

·        No work planned or undertaken – contact extension anticipated.

3.07 Route 15 Corridor Land Use/Transportation Plan – 0% Complete [Staff Manager: None]

·         The Scope of Work is being developed by the four municipalities in the corridor.

3.09 Transportation Systems Management - 25% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to coordinate with the consultant on the draft ITS Strategic Plan for Chittenden County.

·        Staff continues to work with ITS consultant on preemption workshop.

·        Staff met with Vanasse Hangen Brustlin for update on the signal optimization project. Existing conditions data has been compiled including field work.

·        Staff attended the VTrans’ Roadway Safety Audit Review in Fletcher as peer reviewer for the Northwest Planning Commission on September 19, 2005.

3.11 Development Review – 10% Complete [Staff Manager: Susan Smichenko]

          No work planned or undertaken this month.

3.13 Freight Transportation Planning - 5% Complete [Staff Manager:  Daryl Benoit]

·        VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Met with CCRPC staff on scope of project.  Estimated project timeline completed.

 

      3.14 Route 2 Corridor Study18% Complete [Staff Manager:  Susan Smichenko]

·        Steering committee met on September 7, 2005 to review RFQs and select consultants for interviews.  Three teams were selected – RSG, Wilbur Smith and BFJ Planning. 

·        Consultant interviews were conducted on September 23, 2005.  Committee selected the RSG team for the project. Follow up meeting with RSG was held on September 27, 2005.

·        RSG is preparing a draft scope of work and project schedule for the next steering committee meeting scheduled for October.

3.16 Route 7 Circulation Study - 18% Complete [Staff Manager:  Susan Smichenko)]   

·        Consultant continuing to work on existing conditions report for the project area in preparation for the October Community Visioning Workshop.

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 95% Complete for season [Staff Manager: David Roberts]  http://www.ccmpo.org/data/counts.html

·        Responded to several requests for traffic count data.

4.02.1 Planning Assistance and Coordination - 18% Complete [Staff Manager: David Roberts]

·        RSG presented Project Memorandum 2 – Land Use Scenarios and 2025 Traffic Analysis for the Exit 17 Growth Center Transportation study to Stakeholders Group including Colchester staff, VTrans and MPO staff on September 8, 2005.  VTrans provided further comments after the meeting which will be incorporated in the final report.

·        Staff working with the Town of Milton and Wilbur Smith Associates to finalize Milton Bike Path project.  Letters were sent out to all affected property owners.  Planning Commission meeting is scheduled for October.

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff attended Circ EIS technical committee meetings and several of the public meetings in September.  More information on the project is available at http://www.circeis.org .

·        VT 15 / Susie Wilson Rd Jug Handle technical assistance project – awaiting feedback from project steering committee on draft final report.

·        CCMPO Hinesburg Center Rd feasibility study.  Consultants met with town staff to review potential alternatives in the vicinity of Lantman’s store and Lyman Meadows.  Draft report expected in October.

·        Working with the VT Department of Health and the United Way on statewide obesity prevention plan and conference.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        No work planned or undertaken.

4.03 Transportation Model Maintenance– 5% Complete [Staff Manager: David Roberts]

·        Peer review of the updated transportation model was underway in September.  Final documentation of peer review process expected in October.

·        FY06 applications reviewed and award decisions made.  Three grants – to South Burlington, Colchester and Local Motion – awarded this round.

 

5. Transportation Programming

·        FY2006-2008 TIP has been completed. The TIP flyer is finished and has been distributed.

6. Public Involvement and Communications

6.01  Public Involvement – 25 % Complete  [Third Sector Associates]

6.02 Communications –25% Completed

·        By mutual agreement with PDI Creative, CCMPO terminated its contract with them for work on communications and shifted the work to Third Sector Associates.

       Third Sector Associates began the Communications contract by meeting with the Executive Director to review schedules and content for the 2005 Annual Report and November/December newsletters.  The Annual Report content and photos have been preliminarily drafted and will be completed in October.

       Consultant began interviews for the next issue of the newsletter.

6.03 Legislative Monitoring – 0% Complete [Staff Manager: Bill Knight]

7. Project Development

7.01 Project Definition (Scoping) Studies

Colchester/Essex/Essex Junction, Route 15 Bicycle/Pedestrian Path – [Staff Manager: Christine Forde - 90% complete

·        Preferred alternative being finalized with consultant and towns.

Milton, US7/Middle Road - 95% Complete

·        Draft Scoping Report being finalized. Intersection to be reevaluated as part of a Milton transportation study. 

South Burlington, Airport Drive - 70% Complete

·        Draft scoping report submitted to VTrans for comment, with request to schedule PDT review.

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road – 80% Complete

·        Revised preferred alternative being finalized for presentation to South Burlington City Council in October.

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 15%

·        Local Concerns meeting held. Alternatives under development.

VT15/Educational Drive, Essex Junction – 55% Complete

·        Results of traffic study to be presented to the Village Trustees in October to determine if the Village wishes to go ahead with the scoping study.

8. CCMPO Strategic Plan

- First Phase 100% Completed [Staff Manager:  Bill Knight]

·     Under the leadership of Board member Virginia Clarke, the new Strategic Planning Committee began reviewing the Vision Statement, Mission Statement and Goals.
