The following outlines the major activities of CCMPO in October 2005 by Work Task.  This is the fourth month of our FY 2006.  Therefore, 33% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 33 %Complete [Staff Manager: Scott Johnstone]

·        Board meeting held its Annual Meeting on October 19, 2005.  Major items included the following:

o    Scott Johnstone started as the new Executive Director on October 3

o    Held the Annual Meeting at the Double Tree Hotel

o    Heard the State of CCMPO from Chair Bob Penniman, Executive Director Bill Knight, and the new Executive Director Scott Johnstone

o    Service awards were given to John Booth who served on the CCMPO Board from many years and to Bill Knight for his service as Executive Director

o    Approved the Enhancement Priority List

o    Approved the recommendation of the Finance Committee to increase the local share by 25% in FY 2007

o    Approved the Operating Procedures of the 2030 MTP Advisory Committee

·        The Executive Committee met on October 5, 2005

1.02 Technical Advisory Committee (TAC) – 33% Complete [Staff Manager: Peter Keating]

·        The TAC heard a presentation on SAFETEA-LU from VTrans Secretary Terrill, approved consultant selection for the US RT 2 corridor study (RSG Inc.), agreed to the Enhancement Committee’s priority recommendations, and received an update on scoping activity.

 

1.03 Training and Staff Development – [All staff] 33% Complete

·        Staff helped plan and attended the Vermont Planners Association annual meeting and conference.  Karen Akins presented details of the CCMPO’s Safe Routes to Schools program at this conference.

·        Staff attended the Vermont Chapter ITE meeting in Montpelier.

 

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 25% Complete

·        Conducting face-to-face meetings with municipal officials & others to solicit comments on the Initial Draft of the 2006 Regional Plan. 

·        Began preparing the Intermediate Draft Plan based on feedback received on the Initial Draft Plan.

2.1.1 Regional Build-out Analysis - 5% Complete

·        Staff finished processing an alternative build out scenario for Williston using a local build factor and is now in the process of editing the report.

2.1.2 Decision Support System (DSS) 0% Complete

·        CCRPC has proposed to the MPO Board restoration of FY06 funding for this work.  Staff is developing and updating the planned land use data for the DSS.

2.2.1   Asset Management Support- 40% Complete

·        Staff is currently working to format Asset Management data for the Towns of Shelburne and Huntington, which have requested CCRPC assistance.

·        Staff continues to work with municipalities on using software and working through problems.

2.2.4 Storm water Planning - 0% Complete

·        CCRPC has proposed to the MPO Board that this task be dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance - 1% Complete

·        No updates this month.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 15% Complete

·        Continued coordination with CCMPO staff for TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

·        Consulted with new CCMPO Exec. Director to coordinate future activity. 

·        Appointed representatives to the 2030 MTP Advisory Committee.

·        Worked with MPO staff and consultant to provide Orthophoto and Lidar training session for municipal officials and some consulting firms that have the imagery.

2.02 Regional Comprehensive Planning - CCMPO

·        Continued staff participation on the CCRPC’s Plan Review and Update Committee.

3. Multimodal Transportation Planning

·        Obtaining pricing on CCTA bus storage expansion

3.01.21 Financial Planning – 50% Complete

·        Working on FY06 Capital and operating programming

3.01.22 Regional Public Transportation Expansion - 0% Complete

·        No work planned or undertaken.

·        Unmet Needs survey in process.  Public Transportation Subcommittee appointed, operating procedures approved, and committee is working on public transportation policy for Board consideration.

3.02 Environmental Planning – 5% Complete [Staff Manager: Christine Forde]

·        Staff met with VTrans and ANR to discuss status of air quality relative to the Clean Air Act in Chittenden County and Vermont. Began to talk about steps that can be taken to address air quality issues.

 

3.02.1 10% Challenge -33% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·        Way2Go-additional business sponsors targeted for support of 2006 Way to Go Week events and outreach activities

·        Initial event planning for Earth Month 06 including AFV and clean fuels parade

·        Channel 17 show coordinated for Tuesday, November 15th on transportation alternatives, promotion of CCTA, and no-idling as strategies for clean air

·        ACA Board meeting held November 3rd continued strategic planning coordination. ACA board to re-organize. Strategic planning exercise underway with all board members, executive committee to be formed.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Consulted with Hinesburg and Burlington residents regarding volunteer climate action work for Hinesburg and Burlington.

·        Reviewed Clean Vehicles initial strategy report.

·        Consulted with UVM class regarding project to develop a bio-diesel directory and an energy efficiency tool kit for households (to be signed out from Library).

·        Tabled at UVM Environmental Fair-transportation focus.

·        Cox Foundation—meeting with foundation staff regarding two-year proposal. Work program refined. Vermont Energy Climate Action Network (VECAN) is a collaboration of Vermont Natural Resources Council, Sustainable Energy Resource Group and Alliance for Climate Action to help form energy committees in communities, to assemble a starter-kit for use by communities/groups, and to hold a conference on climate change and to help transfer the 10% Challenge program. 

·        Maverick Lloyd Foundation grant—full proposal in development to supplement VECAN project funded in part by Cox Foundation.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Collaborated with UVM Environmental Council, Climate Action Committee—projects in development.

·        ACA continued planning and work program development with several partners including State of Vermont, Association of Vermont Recyclers, Vermont School Boards Insurance Trust, and Vermont Department of Health ENVISION program, American Lung of Vermont, ANR and CSWD. Grant application through Department of Health in concept stage.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Participated in a panel discussion at annual New England Grass Roots Fund meeting.

·        Tabled at UVM Environmental Council.

·        Participated in think tank meetings with Apollo Alliance with business, labor unions, utilities and environmental organizations to help focus shared goals and objectives.

·        Discussions continue with franchising or exporting the 10% Challenge to other states (MA, CT and CO).

·        October 2005 eMission newsletter in development.

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 33% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Walk to School Week events took place at all three SR2S schools. – CP Smith, Camels Hump Middle, and Hinesburg Community.  Governor Douglas and Secretary Terrill joined with students to walk to school Wednesday in Hinesburg.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 5% Complete [Staff Manager:  Peter Keating]

·        Project advisory committee operating procedures adopted by the Board.

3.06 Transportation Demand Management (TDM) Program – 33% Complete [Staff Manager: Peter Keating]

·        No work planned or undertaken – contact extension finalized.

3.07 Route 15 Corridor Land Use/Transportation Plan – 0% Complete [Staff Manager: None]

·         The Scope of Work is being developed by the four municipalities in the corridor.

3.09 Transportation Systems Management – 37% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to coordinate with the consultant on the draft ITS Strategic Plan for Chittenden County.

·        Staff continues to work with the ITS consultant, VTrans and CCTA on preemption workshop.

·        Vanasse Hangen Brustlin working on reports for the signal optimization project. Work in October included Action Plans, Traffic Operations Analysis and Conclusions and Recommendations.

3.11 Development Review – 15% Complete [Staff Manager: Susan Smichenko]

          Staff reviewed a traffic study for the Town of Shelburne for redevelopment at Shelburne Inn.

3.13 Freight Transportation Planning - 5% Complete [Staff Manager:  Daryl Benoit]

·        Started building an online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Currently working with CCRPC staff on the project.

 

      3.14 Route 2 Corridor Study20% Complete [Staff Manager:  Susan Smichenko]

·        Steering committee met on October 12, 2005 with consultant team to review proposed scope of work, budget and schedule. 

·        Reviewed revised scope of work and discussed with the consultant.

·        Compiled reports for the consultant’s use in understanding past studies conducted in the corridor. 

·        Coordinated with stakeholders and steering committee to schedule meeting in December.

·        Third Sector Assoc. worked with staff to identify project issues and finalize a scope of work.

3.16 Route 7 Circulation Study - 25% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff attended and participated in the Community Visioning Workshop.

·        Reviewed Project Memorandum 1 of the Milton Town Core Transportation Plan and coordinated with consultant on revisions.

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 95% Complete for season [Staff Manager: David Roberts]  http://www.ccmpo.org/data/counts.html

·        Responded to several requests for traffic count data.

4.02.1 Planning Assistance and Coordination - 18% Complete [Staff Manager: David Roberts]

·        RSG presented Initial Alternatives for the Exit 17 Growth Center Transportation study to Stakeholders Group including Colchester staff, VTrans and MPO staff on October 26, 2005. 

·        Staff attended the Planning Commission meeting for the Town of Milton with Wilbur Smith Associates to finalize the report for the Milton Multi-Use Path project.  There was significant objection from the public on the location of the proposed path; therefore the project was put on hold.  The Planning Commission is scheduled to discuss how to finalize the project at their meeting scheduled for November.

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        VT 15 / Susie Wilson Rd Jug Handle technical assistance project – Essex Junction Village Trustees received a presentation on the project from Jeff Arango.  The Village will be coordinating with the town on implementation of the short term recommendation.  Project is complete.

·        CCMPO Hinesburg Center Rd feasibility study.  Consultants met with town steering committee and MPO staff to review potential alternatives in the vicinity of Lantman’s store and Lyman Meadows.  Two alternatives were eliminated from consideration and additional detail was requested on the southern section of the proposed corridor.  Consultant is preparing final draft of the report.  Delivery of final draft is expected in November.

·        Continued working with the VT Department of Health and the United Way on statewide obesity prevention plan and conference.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Received a joint request for assistance from Richmond and Williston for a study of East Hill Rd.  This study will need to share funds from the Locally Managed Planning Assistance budget with the City of Burlington’s transportation plan.  Staff is working with Burlington to identify funding requirements for the City’s plan to ensure adequate funds are available for the joint request.

4.03 Transportation Model Maintenance– 8% Complete [Staff Manager: David Roberts]

·        Smart Mobility’s peer review of the updated model was completed.  The review identified several minor issues, which were addressed.  The second peer review is underway with completion expected in November.  Both reviewers have commented favorably on the CCMPO model’s advanced capabilities and state of the practice design.

4.04 Chittenden Traffic Alert Program – 90% Complete for the season [Staff Manager: David Roberts] http://ccmpo.org/cta/index.html

·        Three grants – to South Burlington, Colchester and Local Motion – awarded this round. Contracts being prepared and letters to proceed distributed.

·        2004 TLC Grants:

-        Essex Susie Wilson Road Corridor – Project is being finalized.  

-        Town of Milton Town Core Streetscape and Accessibility Design Study – Project to be done as part of the Town Core Design and Accessibility Study. A consultant has been hired for that project and a kick-off meeting was held in June.

-        Winooski – Pedestrian Safety Improvements Adjacent to Winooski Education Center – Project is 80 percent completed.

-        Essex Junction Downtown Streetscape Improvement Plan – Project is completed. 

 

5. Transportation Programming

7. Project Development

7.01 Project Definition (Scoping) Studies

Colchester/Essex/Essex Junction, Route 15 Bicycle/Pedestrian Path – [Staff Manager: Christine Forde - 90% complete

·        Staff reviewing draft report and consulting with consultant to determine what needs to be done to complete project.

Milton, US7/Middle Road - 100% Complete

·        Draft Scoping Report finished. Intersection to be reevaluated as part of a Milton transportation study. 

South Burlington, Airport Drive - 70% Complete

·        Draft scoping report submitted to VTrans for comment, with request to schedule PDT review.

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road – 85% Complete

·        South Burlington City Council did not endorse the preferred alternative, but did accept the report. Staff to determine next steps.

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 25%

·        Alternatives under development.

VT15/Educational Drive, Essex Junction – 55%

·        Village Trustees voted to continue the scoping process past the traffic study that was done as step 1. Consultant preparing a proposal for continuation of scoping.

VT116 Potash Brook Culvert, South Burlington

·        Staff met with South Burlington and the consultant to discuss this new scoping study. Proposal is under review and Notice to Proceed is expected to be awarded soon.

Hinesburg Park and Ride, Hinesburg

·        Staff met with Hinesburg and the consultant to discuss this new scoping study. Proposal is under review and Notice to Proceed is expected to be awarded soon.

     

7.02 Locally Managed Project Definition (Scoping) Studies

8. CCMPO Strategic Plan
