The following outlines the major activities of CCMPO in November 2005 by Work Task.  This is the fifth month of our FY 2006.  Therefore, 42% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 42 %Complete [Staff Manager: Scott Johnstone]

·        Board meeting held its Regular Meeting on November 16, 2005.  Major items included the following:

o    Considered and approved the Mid Year Adjustment to the FY06 Unified Planning Work Program (UPWP)

o    Adopted a Minor TIP Amendment to provide preventative maintenance funding to CCTA

o    Recommended appointment of Scott Johnstone to the VTrans Operations Council

·        The Executive Committee met on November 2, 2005

·        The Finance Committee met on November 1, 2005

1.02 Technical Advisory Committee (TAC) – 42% Complete [Staff Manager: Peter Keating]

·        The November TAC was cancelled.

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 40% Complete

·        The Commission has approved the release of the first three chapters of the Intermediate Draft Plan, prepared based on feedback received on the Initial Draft Plan.  The Commission will consider the release of the remaining chapters of the Intermediate Draft at the January CCRPC meeting.

2.1.1 Regional Build-out Analysis - 5% Complete

·        No work to report

2.1.2 Decision Support System (DSS) 0% Complete

·        CCRPC has proposed to the MPO Board restoration of FY06 funding for this work.  Staff has conducted a forecast analysis of current zoning coupled with the MTP network for the Northwest Vermont Project.

2.2.1   Asset Management Support- 50% Complete

·        Staff has provided Asset Management data to the Towns of Shelburne and Huntington.

·        Staff continues to work with municipalities on using software and working through problems.

·        City of Burlington has expressed interest in Asset Management software – Staff is working with Public Works to get a better understanding what they would like CCRPC to provide for data.

2.2.4 Storm water Planning - 0% Complete

·        CCRPC has proposed to the MPO Board that this task be dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance - 1% Complete

·        No updates this month.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 15% Complete

·        Continued coordination with CCMPO staff for TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

·        Consulted with new CCMPO Exec. Director to coordinate future activity. 

·        Appointed representatives to the 2030 MTP Advisory Committee.

·        Meet with Local Motion and LC Bikeways to discuss Online Trail Portal.

 

2.02 Regional Comprehensive Planning - CCMPO

33% Complete

·        Staff continued their participation on the CCRPC’s Plan Review and Update Committee.

3. Multimodal Transportation Planning

3.01.21 Financial Planning – 50% Complete

3.01.22 Regional Public Transportation Expansion - 0% Complete

·        Committee met this month and discussed adoption of a policy statement.

·        Unmet Needs survey in process.  Public Transportation Subcommittee continued work on public transportation policy for Board consideration.

3.02 Environmental Planning – 10% Complete [Staff Manager: Christine Forde]

·        Staff attended monthly board meeting of the Alliance for Climate Action.  

 

3.02.1 10% Challenge -42% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·        Way2Go-Fundraising letter prepared, business sponsor contacted, follow-up underway. In process of collaborating with partners in the update of online registration forms and materials for internal business promotion to employees.

·        ACA Board meeting held November 3rd – interviews of ACA Board members for discussion at next meeting.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        CCTA and ACA staff got acquainted and explored ways to boost transit ridership and VT Rideshare.

·        UVM class produces web pages on bio-diesel directory.

·        Presentation at statewide conference for college students at St. Michael’s College, Saturday, November 12th.

·        Cox Foundation—additional budget and summary information provided for Foundation staff and Trustees.

·        Maverick Lloyd Foundation grant—full proposal developed to supplement VECAN project funded in part by Cox Foundation. $30K awarded 10K for each entity.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Channel 17 show, Tue. Nov.15 on no-idling with volunteers and City Councilor.

·        UVM no-idling information shared for outreach to employees.

·        ACA answered technical questions and developed more material for our website on vehicle idling. Answered questions from Tim Johnson who is preparing an article on Vermont’s actions to encourage reductions in vehicle idling.

·        Idling questions was added to EVT school energy efficiency survey—100% of schools statewide solicited.


4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Participated in think tank meeting with Apollo Alliance with business, labor unions, utilities and environmental organizations to help focus shared goals and objectives.

·        Discussions continue with franchising or exporting the 10% Challenge to other states (MA, CT and CO).

3.03 Bicycle/Pedestrian Transportation Planning – 42% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Staff is participating through the project steering committee on VTrans update to the Bicycle/Pedestrian Plan.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 42% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Follow-up surveys have been distributed at participating schools for program evaluation purposes.   Plans for SR2S training and spring events are underway.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 10% Complete [Staff Manager:  Peter Keating]

·        RFP public opinion survey on transportation related issues issued. 

3.06 Transportation Demand Management (TDM) Program – 33% Complete [Staff Manager: Peter Keating]

·        With contact extension finalized, final plan document from consultant under revision.

3.07 Route 15 Corridor Land Use/Transportation Plan – 0% Complete [Staff Manager: None]

·         The Scope of Work is being developed by the four municipalities in the corridor.

3.09 Transportation Systems Management – 42% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to coordinate with the consultant on the draft ITS Strategic Plan for Chittenden County.

·        Staff continues to work with the ITS consultant, VTrans and CCTA on preemption workshop.

·        Vanasse Hangen Brustlin finalized reports for the signal optimization project. Staff reviewed documents and provided comments.  Meetings with the municipalities to discuss results are scheduled for December.

3.11 Development Review – 20% Complete [Staff Manager: Susan Smichenko]

·        No work undertaken or scheduled.


3.13 Freight Transportation Planning - 10% Complete [Staff Manager:  Daryl Benoit]

·        Continuing work on building the online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Currently working with CCRPC staff on the project.

 

      3.14 Route 2 Corridor Study30% Complete [Staff Manager:  Susan Smichenko]

·        Consultant prepared Project Memorandum 1: Existing Conditions which staff distributed to the steering committee for review and comment.

·        Continued to follow up with stakeholders and steering committee on the proposed meeting on December 8.

·        Third Sector Associates met/spoke with representatives from all three communities (Burlington, S. Burlington and Williston) to discuss the first series of public visioning meetings in January.  The consultant began meeting logistics and a database for mailings.

3.16 Route 7 Circulation Study – 30% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff continued to coordinate with the Town and consultant on the project.

·        Staff attended meeting to prepare for the Community Design Charette to be held on December 1, 2005.

·        Staff reviewed revised draft of Project Memorandum 1 of the Milton Town Core Transportation Plan.

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 95% Complete for season [Staff Manager: Daryl Benoit]  http://www.ccmpo.org/data/counts.html

·        All 2005 AADT volumes have been calculated and posted on the traffic count website along with ATR volume, speed, and axle reports.  All intersection counts have been processed and posted online.

4.02.1 Planning Assistance and Coordination - 45% Complete [Staff Manager: David Roberts]

·        RSG worked on Project Memorandum 3: Alternatives Analysis for the Exit 17 Growth Center Transportation study in preparation for the next Stakeholders Group meeting to be held on December 7, 2005.  A public meeting has been planned by the Town of Colchester for December 16, 2005.

·        Staff continues to coordinate with the Town of Milton regarding finalizing the report for the Milton Multi-Use Path project.  The Planning Commission postponed their discussion on how to proceed until their December meeting.

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        CCMPO Hinesburg Center Rd feasibility study.  Consultant delivered final draft of study report in November.  Awaiting comments from Hinesburg before finalizing the report.

·        Continued working with the VT Department of Health and the United Way on statewide obesity prevention plan.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Staff has reviewed funds available within the locally managed planning study UPWP budget to ensure adequate funding is available for two requests received for FY06 to date.  The requests are funding for a city-wide transportation plan from the City of Burlington as well as a joint request from Williston and Richmond for a study of East Hill Rd.  The CCMPO Board approved a funding increase in this budget at the November 2005 meeting and it appears adequate funds are available for both projects at this time.

4.03 Transportation Model Maintenance– 8% Complete [Staff Manager: David Roberts]

·        The second model peer review by Youssef Dehghani of Parsons Brinckerhoff’s Seattle office was completed.  Staff is working with RSG to summarize the findings of the peer review and prepare for the model training session on Dec 14.  Both reviewers commented favorably on the CCMPO model’s advanced capabilities and state of the practice design.

4.04 Chittenden Traffic Alert Program – 100% Complete for the season [Staff Manager: David Roberts] http://ccmpo.org/cta/index.html

·        The Traffic Alert program is complete for the 2005 construction season.  Staff anticipates preparation of a RFP for this program over the winter months to provide an opportunity for other interested parties to bid on this work for the 2006 construction season.

·        Three FY05 grants – to South Burlington, Colchester and Local Motion – are underway.

·        2004 TLC Grants:

-        Essex Susie Wilson Road Corridor – Project is being finalized.  

-        Town of Milton Town Core Streetscape and Accessibility Design Study – Project to be done as part of the Town Core Design and Accessibility Study. A consultant has been hired for that project and a kick-off meeting was held in June.

-        Winooski – Pedestrian Safety Improvements Adjacent to Winooski Education Center – Project is 80 percent completed.

-        Essex Junction Downtown Streetscape Improvement Plan – Project is completed. 

 

5. Transportation Programming

Colchester/Essex/Essex Junction, Route 15 Bicycle/Pedestrian Path – [Staff Manager: Christine Forde - 90% complete

·        Staff reviewing draft report and consulting with consultant to determine what needs to be done to complete project.

South Burlington, Airport Drive - 75% Complete

·        Project to be presented to the VTrans Project Definition Team (PDT) in December.

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road – 85% Complete

·        Project is on hold while South Burlington determines whether they want to move forward with recommendations.

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 25%

·        Steering committee met to discuss alternatives that are under development.

VT15/Educational Drive, Essex Junction – 55%

·        Village Trustees voted to continue the scoping process past the traffic study that was done as step 1. Consultant preparing a proposal for continuation of scoping.

VT116 Potash Brook Culvert, South Burlington

·        Staff met with South Burlington and the consultant to discuss this new scoping study. Proposal is under review and Notice to Proceed is expected to be awarded soon.

Hinesburg Park and Ride, Hinesburg

·        Staff met with Hinesburg and the consultant to discuss this new scoping study. Notice to Proceed was issued to Dufresne-Henry.

     

7.02 Locally Managed Project Definition (Scoping) Studies
