The following outlines the major activities of CCMPO in May 2006 by Work Task.  This is the eleventh month of our FY 2006.  Therefore, 92% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 92 %Complete [Staff Manager: Scott Johnstone]

·        Board held its Regular Meeting on May 17, 2006.  Major items included the following:

·        Presentation of FY07 UPWP and decision to post the work plan for public hearing in June.

·        Approval of TIP amendments to allow for the paving of the Circ Essex this year.

·        Approval of MPO comments on the CCRPC Draft Regional Plan

·        Approval of a new Personnel Manual.

1.02 Technical Advisory Committee (TAC) – 90% Complete [Staff Manager: Peter Keating]

·        The TAC heard a presentation from CCTA on their Link Express services, recommended the Board warn a public hearing for the UPWP and received a report on the status of FY07 TIP development.

1.03 Training and Staff Development – [All staff] 92% Complete

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 85% Complete

·        The Commission completed the Public Hearing Draft of the 2006 Regional Plan and distributed it to municipalities, et al in preparation for public hearing in June. 

2.1.1 Regional Build-out Analysis - 30% Complete

·        Staff began work on the Shelburne Build out Analysis, which is intended to be a pilot project to test the capabilities of the Addison County Build out Tool.

2.1.2 Decision Support System (DSS) 30% Complete

·        No work to report

2.2.1   Asset Management Support- 90% Complete

·        Staff has delivered the AssetGIS tool, and provided introductory training to South Burlington’s Stormwater Superintendent.  CCRPC staff has worked with CCMPO staff to develop a year-end report and program recommendations for consideration by the CCMPO TAC at its June meeting.

2.2.4 Storm water Planning - 0% Complete

·        This task has been dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance – 15   % Complete

·        CCRPC staff has been interviewing potential interns to perform data updates on three county datasets – housing points, commercial & industrial points, and land use.  The intern has been hired and will begin work mid-June. 

·        Minor data updates on Impaired Waterways, Community Facilities, various Zoning and few other datasets have been completed this month.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 30% Complete

·        CCRPC staff has continued coordination with CCMPO staff regarding CCMPO’s TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

 

Route 15 Corridor Plan:  1% Complete 

·           Staff has begun background work on corridor land use planning.

 

2.02 Regional Comprehensive Planning - CCMPO

90% Complete

·        Staff continued their participation on the CCRPC’s Plan Review and Update Committee providing RPC staff with suggested guidance/comments/revisions to the draft Regional Plan.

·        Regional Plan comments agreed to by CCMPO Board were delivered to the CCRPC.

3. Multimodal Transportation Planning

·        Unmet Needs survey in process. 

·        Public Transit committee drafted policy statement related to roles and responsibilities of transit new starts.

3.02 Environmental Planning – 25% Complete [Staff Manager: Christine Forde]

·        Attended Alliance For Climate Action Board Meeting 

 

3.02.1 10% Challenge -67% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·     Way to Go—Way to Go! Commuter Challenge party May 5th.  Press event, radio and television coverage. Free Press editorial and advertisements. Follow-up includied synthesis of results and reporting of same to partners, businesses and stakeholders. Follow-up with participating workplaces including planned written follow-up and awards to be presented in June and July (upon availability of award winning employers). Summarized results by business will be presented.

 

·        Partners meetings and coordination occurred twice in May for planning and communications purposes for the May 5 and 8-12th events.

 

·        Print ads and radio PSA’s continued in Seven Days, Burlington Free Press, Other Paper and calendar announcements statewide in all weeklies. Two newspaper articles developed with Way to Go featured. State partner collaboration on outreach strategies to motivate state employees was significant over 2005 efforts.

 

·        Fundraising follow-up with invoices and final payments to the Way to Go initiative.

 

·        Safe Routes to Schools and Way to Go! Commuter Challenge collaboration, promotion and website development will be useful for promotion in new schools in 2007. Collaboration with Safe Routes staff, CCMPO staff, and presentation of awards and winning safe routes school.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

 

·        Led a class on climate change with South Burlington Schoolhouse parents and teachers. Provided presentation and distribution of materials including no-idling sign.

·        Participated in Charlotte sustainable living network meeting and provided input and ideas for upcoming town party in July.

·        Continued follow-up with Unitarian Universalist Church—a speak back session following service.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·         Consulted with State of Vermont, Vermont Superintendents Association, Vermont Biofuels Association and others on school bus grant including how EPA strategy goals might be met locally for advancement of no-idling policies in schools and use of cleaner fuels. This is one of several proposed work tasks under this grant including clean fuels and technologies for school busses.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Communications—Vermont High Performance Schools Initiative –grant application to EPA for energy efficiency, benchmarking, circuit rider and advancement of HPS.

·        UVM Environmental Council Meeting—spring student project wrap-up.

·        Vermont Energy Climate Action Network—fall conference planning with several environmental groups, scheduled for November 11th.

·        Support and coordination for Burlington BE3 project bringing service agencies together with restaurants and convenient stores to save energy and reduce waste.

3.03 Bicycle/Pedestrian Transportation Planning – 90% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Sidewalk grant program applications received, evaluated and recommendations forwarded to TAC.

·        Staff continues to serve on VTrans’ steering committee for the update of the state Bicycle/Pedestrian Policy Plan.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 90% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Way to Go Week activities undertaken.

·        Final report on pilot project underway. 

·        Staff assisting VTrans in the review of 40 statewide SR2S program applications.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 90% Complete [Staff Manager:  Peter Keating]

·        Public opinion survey completed and report underway.

 

3.06 Transportation Demand Management (TDM) Program – 90% Complete [Staff Manager: Peter Keating]

·        Way to Go Week 2006 concluded. Program with evaluation set for June.

3.07 Route 15 Corridor Land Use/Transportation Plan – 18% Complete [Staff Manager: Susan Smichenko].

·        Staff continued to work with the municipalities to gather all pertinent reports to be posted on the MPO website or available for review at the MPO offices so that potential consultants will have a clear understanding of the work completed to date.

·        Continued to answer questions regarding the RFP and post the information on the CCMPO website.

·        Three proposals were received for the project.  Copies were distributed to the selection committee, with a meeting date set for June 14, 2006 to select the consultants to be interviewed.  Interviews will be scheduled on June 21, 2006.

3.09 Transportation Systems Management – 90% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to participate with VTrans in the Strategic Highway Safety Plan.

·        Staff attended a two day National Highway Institute course on Safety Conscious Planning sponsored by VTrans and FHWA.

·        Staff reviewing consultant’s draft technical memorandum for Colchester signal optimization project.

·        Staff made a presentation to the South Burlington Planning Commission on the Vermont Access Management for the Northwest VT project currently underway.

·        Staff working with the IBI Group to revise the Regional Traffic Signal Pre-Emption/Priority Standard Evaluation memo.

3.11 Development Review – 65% Complete [Staff Manager: Susan Smichenko]

·        Staff provided trip generation information to the Town of Williston. 

3.13 Freight Transportation Planning - 45% Complete [Staff Manager:  Daryl Benoit]

·        Continuing work on building the online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.

    3.14 Route 2 Corridor Study75% Complete [Staff Manager:  Susan Smichenko]

·        Staff coordinated finalizing the April 26, 2006 steering committee meeting minutes and posted them on the CCMPO website.

·        Staff worked with the consultant to finalize the maps and associated memo for proposed alternatives for the corridor.

·        Staff coordinated with the Circ consultants to obtain the network and land use projection files for the future alternatives modeling effort.

·        Staff continued to respond to phone calls and emails on project.

3.16 Route 7 Circulation Study – 40% Complete [Staff Manager:  Susan Smichenko)]   

·        No work undertaken on the project; consultant continues to wait for direction from the Town of Milton.

 

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 100% Complete for season [Staff Manager: Daryl Benoit]

·        Began training interns to collect traffic data and pavement condition sample data.

·        Responded to several requests for traffic count data.

4.02.1 Planning Assistance and Coordination - 80% Complete [Staff Manager: David Roberts]

·        Staff is reviewing the final report for the Exit 17 Growth Center Transportation study, and working with the Town to coordinate a Select Board meeting for a presentation. 

·        Staff continues to coordinate with the consultant and VTrans regarding finalizing the report for the Milton Multi-Use Path project.

·        CCMPO staff continues providing VTrans and the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        Shelburne Village traffic study draft report delivered in May.  Consultant is finalizing study for local review based on CCMPO comments and new traffic count data collected in May.

·        Hinesburg Village sidewalk feasibility study is underway with completion expected in fall 2006.  This is examining potential sidewalks along VT116 in Hinesburg Village.

·        Underhill Flats sidewalk feasibility study technical assistance project underway.  Consultant has met with staff and town officials and has started researching right of way issues in the vicinity of Route 15 and Park St in Underhill.

·        Ten Technical Assistance RFP responses were reviewed by a TAC subcommittee.  Consultant selection expected at June TAC meeting.  This process will update our list of technical assistance retainer consultants for the next three years.

·        Staff assisted Burlington in the review of Downtown Transit Center design proposals and subsequent interviews with short-listed firms.

·        Staff continued working with AARP and Burlington on Livable Community project.

 

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Work on the Burlington Transportation Plan is expected to begin in June 2006.

·        Richmond and Williston continue initial work on the East Hill Rd Transportation Study.

5. Transportation Programming

5.01 TIP Development – FY07-10 TIP - 90% Complete

·        Comments on Preliminary Draft FY07-10 TIP received from VTrans and some minor changes were made.

·        TAC Review Draft TIP prepared and mailed to TAC for presentation on June 6, 2006.

5.02 TIP Project Tracking and Management – 70% Complete

·        Draft project prioritization methodology completed and presented to prioritization committee. Committee recommended that methodology be presented to the TAC on June 6, 2006.

·        TIP amendments approved for I-289 Paving, Essex; Circ Colchester Preliminary Engineering; I-89 Exit 12B; and I-89 Exit 14, South Burlington.

·        Evaluating next steps to addressing VTrans comments on draft report.  

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 75%

·        Met with Williston Select Board to present the preferred alternative and seek endorsement. The Select Board requested further consideration of alternatives that we had not selected as the preferred alternative. Consultant to do further environmental investigation to evaluate feasibility of other alternatives.

·        Met with South Burlington City Council to present preferred alternative and seek endorsement. South Burlington endorsed the preferred alternative.

VT15/Educational Drive, Essex Junction – 55%

·        Consultant developing alternatives.

VT116 Potash Brook Culvert, South Burlington

·        Existing conditions information being collected.

Hinesburg Park and Ride, Hinesburg

·        Alternatives are being developed.
