The following outlines the major activities of CCMPO in June 2005 by Work Task.  This is the final month of our FY 2005.  Therefore, 100% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 100% Complete [Staff Manager: Bill Knight]

  • Board meeting held June 15, 2005. Major items included the following:
  • Warned for Public Hearing on the FY 2006-2008 TIP
  • Approved three applications for the new sidewalk program
  • Elected new officers, but will elect remaining Executive Committee members in July
    • Chair – Bob Penniman
    • Vice-Chair – Mike O’Brien
    • Secretary-Treasurer – Jeff Carr
  • Approved signing a contract with Bill Knight as Executive Director
  • The Executive Committee met on June 1 st.

1 .02 Technical Advisory Committee (TAC) – 100% Complete [Staff Manager: Peter Keating]

  • The TAC met on June 7 and recommended awards for the sidewalk grant program, recommended a public hearing on the FY06 TIP and received an update on the signal optimization RFP.

1.03 Training and Staff Development – [All staff] 100% Complete

  • No work undertaken or scheduled.

2. Regional Comprehensive Planning

2.1.1 Identify Needed Regional Plan Improvements - 100% Complete

·        Solicited, received, and assessed feedback from municipalities, regional partner organizations, and the public on needed improvements to the 2001 Regional Plan.

2.7.1   Open Space Plan Phase II - 82% Complete

2.1.1 Regional Build-out Analysis - 1% Complete

·        Staff developed a graphical diagram depicting the flow of data from one process to another to follow as a visual guide when performing the regional build-out analysis.

2.1.2 Decision Support System - 1% Complete

·        Staff explored the build-out/ forecasting capabilities of the software.

2.2.1 Culvert Inventory - 5% Complete

·        Communicating with Public Works departments to assist in the transition to using AssetGIS

2.2.4 Storm water Planning - 0% Complete

·        No work undertaken or scheduled.


2.2.5 Data Update and Maintenance -15% Complete

·        Updated GIS data library with various new data layers from Burlington and Hinesburg. 

·        Developed South Burlington sidewalk data for CCMPO.

3.3.2 Coordination & Assistance with 2025 Metropolitan Transportation Planning and other MPO tasks 75% Complete

·        Produced various maps requested by CCMPO staff.

·        Executive Director and Senior Planner continue working cooperatively with Berger group & VTRANS on CIRC-Williston EIS.

3.3.4 Land Use-Transportation DSS Planning – 5% Complete.

          No work undertaken or scheduled.

3.6.1 Comprehensive Economic Development Strategy - 100% Complete

·        The CEDS was submitted to EDA on June1st.  

4.2.0 Route 15 Corridor Improvement Plan - 10% Complete

·        No work scheduled or undertaken.

4.1.3 GIS Modeling in Municipal Planning - 10% Complete. 

·        Staff has presented and provided the new St. George Planning Commission membership with build-out results under their current zoning by-laws.  The Planning Commission will use the build-out results to guide the re-write of their town plan.  Staff began work on a build-out for Milton’s downtown district, but the Milton town planner put a hold on the project. 

2.02  Regional Comprehensive Planning – CCMPO 10% Complete

·        Continued participation in Regional Plan update discussions with the RPC’s Plan Review and Update Committee

3. Multimodal Transportation Planning

1        Used system to generate reports to support Williston Funding Requests.

2.      Used System to generate ridership information on the UMall/Airport route for marketing.

4.   Used system to evaluate South Meadows and Ledgwood Ridership

5.      Completed ride checks of South Meadows and Ledgewood

6.      Used system to generate data on South End/Shelburne ridership along S. Union Street

             3.01.12 System-wide Time Point Analysis – 100% Completed

1.      Recommendations on Shelburne route based on GPS Sampling were implemented in February 2005.

2.      Completed system-wide on time departure time analysis using data from 15 months.

            3.01.13 Rider Surveys – 100% Complete

1.      Analyzed State employee commuter survey.

2.      Surveyed Lakeside and Ledgewood riders to determine transfer and other ridership patterns.

 


3.01.14 Service and Operations Planning - 100% complete

1.   Implemented changes to CATMA schedule.

2.   Eliminated seldom used stop on Burlington-Montpelier Link express.

3.   Analyzed all CCTA routes by industry productivity indicators.

4.   Instituted commuter service on Route 100 to meet Montpelier to Burlington Link Express.

5.   Developed plan to minimize system-wide disruption due to construction impacts on Shelburne Road.

6.   Began planning Franklin to Chittenden commuter routes:

·        Finalizing Park and Ride Agreements

·        Completed public hearings

7.   Completed grant application for FY06 Chittenden County route enhancements.

8.   Made changes to Middlebury Link to better accommodate reverse commuting.

9.      Held meetings of Chittenden County Elders and Disability Transportation Committee.

10.  Worked with Chittenden County Elders and Disability Transportation Committee to determine needs and funding request for FY 06. Submitted grant application on behalf of committee.

11.  Participating on the Colchester Ave. Ad Hoc Committee—attending regular committee meetings and discussion sessions

12.  Studying potential adjustments and improvements to the Lakeside/Ledgewood and Lakeside/South Meadows routes.

 

3.01.15 ITS Applications - 100% Complete

1.   Wrote task order for consultant to assist with Route 15 ITS project.

2.   Working on update of ITS RFP for Route 15 due to changed consultant requirements and changes in immediate scope to include just signal interconnect, coordination and retiming (as needed) as well as emergency vehicle pre-emption and transit priority capability.

·        Waiting on regional decision for signal priority standard.

3.   Completed draft of FY04 ITS Grant.

·        Sent draft to MPO and other transportation staff for review.

·        Modified public transit needs survey for Chittenden County use and proposed list of transportation providers/social service organizations to be surveyed.  Continued filling out roster of the Public Transportation Committee.

3.02 Environmental Planning – 100% Complete [Staff Manager: Christine Forde]

·        No activity this period.

3.02.1 10% Challenge - 100% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1         Increase awareness of decision-makers, planners and the public about the relationship between transportation choices and air quality.

·         Participated in meeting among Burlington City staff/Mayor and roundabout experts regarding new trends in use of roundabouts by NY state DOT and other U.S. cities and explored opportunities for Burlington’s problem intersections.

·         Coordination of VBSR Annual meeting panel discussion and presentation on 10% Challenge, transportation, air quality and energy efficiency including guest panelist representing CCTA and VT Rideshare.

2         Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles.

·         No activity this month on this work item.

3         Collaborate with and advance no idling initiatives in Chittenden County schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative and Agency of Natural Resources.

·        Brochures and information distributed to support community/school campaign in Brattleboro.

·        ACA Staff interviewed by Burlington Free Press, Brattleboro Reformer and Vermont Public Radio regarding Chittenden County efforts in limiting vehicle idling.


Secondary Products:

1         Support the efforts of CCMPO, CATMA and CCTA on transportation demand management in development and promotion of alternatives to single occupant vehicle use. 

·        Participated in TDM meeting with consultants.

·        Reviewed and commented on final report.

2         Participate and assist in coordination of activities and events to promote use of   transportation alternatives and energy conservation including: Way-to-Go Week, Best Workplaces for Commuters, employee challenge program.

·        Follow-up and initial conversations with Way to Go Week partners and discussions on expanding next year’s outreach efforts underway.

·        Participated in regional conference on business responses to climate change—sponsored by Clean Air-Cool Planet.

·        Final plan completed and posted on CCMPO website at http://www.ccmpo.org/studies.html .

·        Bill Knight and Michele Boomhower met with Secretary Terrill and Deputy Secretary David Dill to discuss implementation.

3.09 Transportation Systems Management - 100% Complete [Staff Manager: Susan Smichenko].

·        Staff reviewed the draft ITS Strategic Plan for Chittenden County.

·        Staff issued RFP for the signal optimization project. Continued to coordinate with VTrans LTF staff.

3.11 Development Review – 100% Complete [Staff Manager: Susan Smichenko]

          No work undertaken or scheduled.

3.12   Island Line Signage Plan – 100% Complete [Staff Manager: Peter Keating]

·        Final draft submitted.

·        Project partners met with consultant to plan next steps.

·        Kick-off meeting was held for stakeholders’ group.

·        Public involvement consultant met with CCMPO staff to plan and implement the first meeting of the Route 2 Corridor Study stakeholders.  She prepared meeting notes and worked with CCMPO staff to draft an RFQ.

3.15 Regional Access Management – 33% Complete [Staff Manager: Susan Smichenko]

3.16 Route 7 Corridor Plan - 35% Complete [Staff Manager:  Susan Smichenko)]         

·        Staff attended coordination meeting with Milton’s economic development consultant and Town staff. 

·        Working with RSG to modify their scope to account for changes in work tasks based on meeting with Milton’s consultant. 

4. Municipal and Regional Service

·        Responded to several requests for traffic count data.

·        Six transportation technicians are currently working for CCMPO for the summer 2005 season.  Four are primarily oriented toward the count program with two additional technicians providing pavement and asset management services.

4.02.1 Planning Assistance and Coordination - 60% Complete [Staff Manager: David Roberts]

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff attended technical committee meetings and observed at the indirect and cumulative impact workshop. http://www.circeis.org .

·        VT 15 / Susie Wilson Rd Jug Handle technical assistance project for Essex Junction is underway.  Revised draft was provided to study committee for comment in May.  A meeting is scheduled to discuss the study recommendations in early June.

·        Issued Notice to Proceed to RSG for the Exit 17 Growth Center Transportation Plan in Colchester.  Kick-off meeting is scheduled for mid-June.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

Jericho Town Transportation Study - 100% Complete

·        Final study delivered to Jericho in December.

4.03 Transportation Model – 80% Complete [Staff Manager: David Roberts]

·        CCMPO received revised PM Peak hour calibration for final review.  The AM Peak hour model is under development with final completion in June.  The freight modeling component will extend into late summer due to subcontractor scheduling issues. Staff training on the updated model is schedule for June.

4.06 Infrastructure Management System – 90% Complete [Staff Manager: David Roberts]

·        Second training for local users of the software was held May 25, 2005 at
Champlain College.  The final version of the ArcGIS 8/9 software should be completed and distributed in June 2005.

4.08 Rural Transportation Planning Program - 30% Complete [Staff Manager:  Paul Craven]

·        Meeting with VTrans to review Westford studies to date.

·        Develop work scope to advance project to enhancement status

·        Okay received from CCMPO to employ TJ Boyle & Associates

·        Draft scoping report submitted to VTrans for comment, with request to schedule PDT review..

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road80% Complete

·        Met with consultant, Town and property owner to evaluate design changes at Datillio’s Gas Station.

·        Report being revised as per VTrans comments, and design changes at Datillio’s Gas Station.   

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 10%
