The following outlines the major activities of CCMPO in July 2005 by Work Task. This is the first month of our FY 2006. Therefore, 8% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 8%Complete [Staff Manager: Bill Knight]

·        Board meeting held July 20, 2005.  Major items included the following:

o       Held Public Hearing and adopted FY06-08 TIP.

o       Warned for Public Hearing in August to Amend FY04-06 & 06-08 TIPs for Winooski Riverwalk.

o       Elected Virginia Clarke and Rick Moulton as Members At-Large to Executive Committee

·        The Executive Committee met on July 6, 2005.

1.02 Technical Advisory Committee (TAC) – 8% Complete [Staff Manager: Peter Keating]

·        The TAC did not meet in July.

1.03 Training and Staff Development – [All staff] 8% Complete

·        No work undertaken or scheduled.

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 10% Complete

·        Began scheduling of face-to-face meetings with selectboards & city councils to solicit comment on the Preliminary Draft of the 2006 Regional Plan.

·        The Executive Director presented the Preliminary Draft to the Lake Champlain Regional Chamber of Commerce Regional Affairs Committee.

2.1.1 Regional Build-out Analysis - 5% Complete

·        Staff has begun updating data points for Williston.

2.1.2 Decision Support System (DSS) 0% Complete

·        No funding in initial FY06 budget.

2.2.1   Asset Management Support- 10% Complete

·        Working with Essex, Essex Junction, and Milton to convert digital data into AssetGIS software.

·             CCMPO staff met with CCRPC committee working on the Regional Plan.

3. Multimodal Transportation Planning

·        Collecting data on bus maintenance and operating expanses by bus size

3.01.20 Maintenance and Facility Planning - 20% Complete

·        Working on permitting for CCTA bus storage expansion

·        Working with Winooski on Multimodal Grant application

·        Working the Burlington on Transit Center and Intercept Parking Facilities

3.01.21 Financial Planning – 10% Complete

3.01.22 Regional Public Transportation Expansion - 0% Complete

·        Public Transportation Committee established.

·        Unmet transit needs survey designed and recipient list determined.

3.02 Environmental Planning – 0% Complete [Staff Manager: Christine Forde]

·        No work undertaken or scheduled.

Primary Products:

1.      Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·        Planning discussions with W2G Week partners and others to scope next year's outreach efforts. The goal is to motivate more businesses to participate than this year and to collaborate more with state partners to encourage state employees employed in Chittenden County to participate.

2.      Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Consulted with Vermont Clean Vehicles Coalition (VCVC) coordinator on activities of the Alliance with area employers.  Brainstormed ideas on how to revamp the structure of VCVC.  Helped the coordinator with business contacts for upcoming focus group discussions.

·        Review of final TDM report and participation.

·        Met with Mayor to discuss next steps for greenhouse gas emissions reductions strategies.

3.      Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Consulted with American Lung Association to collect collateral material from other regions to help advance no-idling initiative and Vermont Breaths Better program.      

4.      Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Edited draft feature article for Clean Air-Cool Planet to share experiences about the 10% Challenge program.

·        Coordinated Channel 17 Live at 5:25 discussion on air quality, climate change and actions individuals can take to reduce emissions from vehicles.

·        Participated in meeting with legislators (their invitation) about transportation and climate change.

·        Tips to City of Burlington employees on use of energy efficient cars including hybrids.

·        ACA Board meeting held July 27th.

3.03 Bicycle/Pedestrian Transportation Planning – 5% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Sidewalk grant recipients notified and project management determined

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 5% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Held discussions with VTrans over the potential of a new federal program.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – ___% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 5% Complete [Staff Manager:  Peter Keating]

·        Scope of work and recommended project schedule presented to Board.

3.06 Transportation Demand Management (TDM) Program – 5% Complete [Staff Manager: Peter Keating]

·        TDM Plan final draft underway.  On-going discussions with TDM partners on final content.

·        FY2005 Way to Go Week prize distribution completed; discussions of next year’s event underway.

3.07 Route 15 Corridor Land Use/Transportation Plan – 5% Complete [Staff Manager: None]

·        The Scope of Work is being developed by the four municipalities in the corridor.

3.09 Transportation Systems Management - 9% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to coordinate with the consultant on the draft ITS Strategic Plan for Chittenden County.

·        Staff received four proposals for the signal optimization project. Review committee with representatives from VTrans, Burlington and MPO staff selected VHB Vanasse Hangen Brustlin, Inc. for the project.  Consultant selection to be presented for approval by the TAC at the August meeting.

·        Staff prepared for the VTrans’ Roadway Safety Audit Review in Charlotte scheduled for August 11, 2005.

3.11 Development Review – 5% Complete [Staff Manager: Susan Smichenko]

          Staff answered questions from the coordinator at the District Environmental Commission.

3.13 Freight Transportation Planning - ___% Complete [Staff Manager:  Daryl Benoit]

3.14 Route 2 Corridor Study - 9% Complete [Staff Manager:  Susan Smichenko]

·        Draft RFQ was issued to stakeholders’ group and meeting was held to discuss comments.

·        Staff revised RFQ and issued on July 27, 2005.

·        Public involvement consultant prepared meeting notes and worked with CCMPO staff to circulate and revise the RFQ.


3.16 Route 7 Circulation Study - 9% Complete [Staff Manager: Susan Smichenko)]      

·        Staff met with the Town of Milton on the Route 7 Circulation Study,

·        Staff coordinated with the Town’s economic development consultant to revise and finalize RSG’s project scope.

·        Consultant working on existing conditions report for the project area.

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 80% Complete for season [Staff Manager: David Roberts] http://www.ccmpo.org/data/counts.html

·        Responded to several requests for traffic count data.

·        Six transportation technicians are currently working for CCMPO during the summer 2005 season.  Four are primarily oriented toward the count program with two additional technicians providing pavement and asset management services.

4.02.1 Planning Assistance and Coordination - 5% Complete [Staff Manager: David Roberts]

·        Consultant working on existing conditions report for the Exit 17 Growth Center Transportation study.

·        Staff working with the Town of Milton and WSA to finalize Milton Bike Path project.  Met with consultant and Town to identify steps to complete the project.

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff attended Circ EIS technical committee meetings. http://www.circeis.org .

·        VT 15 / Susie Wilson Rd Jug Handle technical assistance project for Essex Junction is nearing completion.  A final draft was revised and prepared for review.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

4.03 Transportation Model Maintenance– 5% Complete [Staff Manager: David Roberts]

·        The freight model component of the transportation model update is underway.  Staff issued a notice to proceed to RSG to complete this work and collected truck counts for approximately 125 locations in Chittenden County for consultant use in calibrating the model.  The freight model work should be complete in late August or early September 2005.

·        The following FY05 TLC projects are still underway and nearing completion: Essex Susie Wilson Road Corridor, Town of Milton Town Core Streetscape and Accessibility Design Study, Winooski Pedestrian Safety Improvements Adjacent to Winooski Education Center, Essex Junction Downtown Streetscape Improvement Plan. 

5. Transportation Programming

5.01 TIP Development – FY06-08 TIP - 98% Complete

·        FY06-08 TIP was approved by the CCMPO Board.

·        TIP Flyer is under development.

·        A Project Prioritization Committee has been formed with objectives to (1) create a process to prioritize projects for scoping, (2) prioritize projects for the TIP and (3) prioritize projects within the TIP.

5.02 TIP Project Tracking and Management – 10% Complete

·        Board warned for a Public Hearing in August for Winooski Riverwalk.

·        Work was begun on prioritizing Chittenden County projects for VTrans.

 

6. Public Involvement and Communications

Milton, US7/Middle Road - 95% Complete

·        Draft Scoping Report being finalized. Intersection to be reevaluated as part of a Milton transportation study. 

South Burlington, Airport Drive - 70% Complete

·        Draft scoping report submitted to VTrans for comment, with request to schedule PDT review.

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road80% Complete

·        Report being revised as per VTrans comments, and design changes at Datillio’s Gas Station.  

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 10%

·        Consultant collecting available existing data.

·        Local Concerns meeting to take place in August.

VT15/Educational Drive, Essex Junction – 55%
