The following outlines the major activities of CCMPO in January 2006 by Work Task. This is the seventh month of our FY 2006. Therefore, 58% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 58 %Complete [Staff Manager: Scott Johnstone]

·        Board held its Regular Meeting on January 18, 2006.  Major items included the following:

·        Secretary Terrill made a presentation on the Governor’s FY07 Transportation Budget.

·        The board adopted a vision, mission and goal statements for Strategic Planning.

·        The board adopted a charter and established a committee for review of the CCRPC regional plan.

·        The Board adopted a Planning Accountability Policy.

·        The board accepted the FY05 audit.

·        The board approved a process and committee charter for the FY07 UPWP.

·        The Executive Committee met on January 4, 2006.

·        Innovative Financing – The MPO and VTrans began a discussion about how to review viable innovative financing options for large new capacity projects and to fund transit options. 

1.02 Technical Advisory Committee (TAC) – 50% Complete [Staff Manager: Peter Keating]

·        The TAC did not meet in January.

1.03 Training and Staff Development – [All staff] 58% Complete

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 50% Complete

·        The Commission has approved the release of the first three chapters of the Intermediate Draft Plan, prepared based on feedback received on the Initial Draft Plan.  The Commission will consider the release of the remaining chapters of the Intermediate Draft at the January CCRPC meeting.

2.1.1 Regional Build-out Analysis - 5% Complete

·        No work to report

2.1.2 Decision Support System (DSS) 0% Complete

·        CCRPC has proposed to the MPO Board restoration of FY06 funding for this work.  Staff has conducted a forecast analysis of current zoning coupled with the MTP network for the Northwest Vermont Project.

2.2.1   Asset Management Support- 50% Complete

·        No work to report this month

2.2.4 Storm water Planning - 0% Complete

·        CCRPC has proposed to the MPO Board that this task be dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance - 1% Complete

·        Updates to various data layers are occurring with regard to Regional Plan mapping and analysis.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 15% Complete

·        Continued coordination with CCMPO staff for TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

·        Assisting Local Motion with On-line trail project.

 

2.02 Regional Comprehensive Planning - CCMPO

58% Complete

·        Staff continued their participation on the CCRPC’s Plan Review and Update Committee providing RPC staff with suggested guidance/comments/revisions to the draft Regional Plan.

3. Multimodal Transportation Planning

3.01.22 Regional Public Transportation Expansion - 55% Complete

·        Unmet Needs survey in process.  Public Transportation Subcommittee was briefed in the State’s Public Transit Policy Plan

3.02 Environmental Planning – 25% Complete [Staff Manager: Christine Forde]

·        Met with CCRPC staff to discuss potential for joint work program tasks in FY07.

·        Attended Alliance for Climate Action committee meeting. 

 

3.02.1 10% Challenge -58% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·     Way2Go—work plan presented to partners, refinements made, business sponsors list developed, other initiatives reviewed for lessons learned. May 5th Commuter Challenge Party planning is underway with Church Street Marketplace and partners.

·  ACA subcommittee meetings held—Vision, purpose, outcomes, developed. Follow-up subcommittees meetings continue. 

 


2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        10 % Challenge business meetings are being scheduled upon request.

·        TDM strategies for community adoption will be included in starter-kit for community-based projects (funded by foundation funds for Vermont Energy and Climate Action Network).

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Collaboration with Department of Health and several other partners on vehicle idling awareness.

·        Information provided to interested residents about vehicle idling.

·        Panel discussion on advancement of high performance standards including potential points for sustainable transportation options is in development for March 30th Summit, Solutions for School Facilities, Today and Tomorrow, includes Safe Routes to Schools.

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Communications—invitation to more than 1,000 school officials and architects on planned summit for integrated design, integrated development of school facilities and operations.

3.03 Bicycle/Pedestrian Transportation Planning – 60% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Staff continues to participate on the project steering committee for the VTrans update of the state Bicycle/Pedestrian Policy Plan.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 60% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Follow-up surveys have been distributed at participating schools for program evaluation purposes.   Plans for SR2S training and spring events are progressing.  Staff assisting VTrans staff in the development of the statewide SR2S program.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     


3.04.2 2030 Metropolitan Transportation Plan (MTP) - 25% Complete [Staff Manager:  Peter Keating]

·        Nine proposals for the MTP public opinion survey were evaluated by TAC subcommittee over two meetings and a recommendation forwarded to the TAC.

 

3.06 Transportation Demand Management (TDM) Program – 60% Complete [Staff Manager: Peter Keating]

·        TDM Partners review committee met to formulate next steps in TDM Plan development.  Staff prepared a Plan summary and distributed it to the Partners for review and comment.  Way to Go Week 2006 planning underway.

3.07 Route 15 Corridor Land Use/Transportation Plan – 0% Complete [Staff Manager: Unassigned]

·        Staff met with Todd Odit (Town of Essex) and Eleni Churchill (VTrans) to discuss options for moving forward with the corridor study.  It was determined that Todd would convene a meeting at the MPO offices to discuss the next steps with the other stakeholders.

·        Staff attended a Route 15 corridor meeting to discuss plans for using the VTrans publication, Vermont Corridor Management Handbook, as a guide for the study.  Consensus was reached and an initial steering committee formed.  A kick-off meeting is planned for February 2006.

3.09 Transportation Systems Management – 58% Complete [Staff Manager: Susan Smichenko].

·        Staff hosted a signal preemption workshop on January 10, 2005.  Purpose of the meeting was to determine a standard for procurement of future signal preemption/priority devices.  IBI Group, the MPO’s ITS consultant, facilitated the meeting.  Representatives from CCTA, Burlington, Colchester, Williston, South Burlington and VTrans were at the workshop.

·        Staff participated in a VTrans sponsored workshop to continue working on the focus areas for Strategic Highway Safety Plan.

·        Staff worked with VTrans and their consultant, VHB, to set up a kick-off meeting for their Variable Message Sign Deployment Project which is planned for February 2006.

3.11 Development Review – 30% Complete [Staff Manager: Susan Smichenko]

·        Staff reviewed a Traffic Impact Analysis report for Finney Crossing Planned Unit Development in Williston.

3.13 Freight Transportation Planning - 10% Complete [Staff Manager:  Daryl Benoit]

·        Continuing work on building the online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Currently working with CCRPC staff on the project.

·        Met with Rutland Region Rail Representatives to reinitiate communication between regions on rail priorities and potential collaborations

·        Developed draft scope of work to guide analysis of Burlington Railyard relocation efforts. 

 

        


    3.14 Route 2 Corridor Study48% Complete [Staff Manager:  Susan Smichenko]

·        Staff attended public meetings in Williston, South Burlington and Burlington.  Continued to receive comments via email and phone and documented feedback for the website.

·        Worked with the consultants to plan next steps for the project including scheduling a February steering committee meeting and March public design workshop.

·        Third Sector Associates prepared for, attended and created meeting notes for three public meetings.  A total of 86 people attended, including:  Williston (23); S. Burlington (42); and Burlington (21).

·        Media hits included Burlington Free Press (4 articles), Williston Observer (1 article), Other Paper (1 article), and calendar listings in:  Local Motion Enews, Seven Days, Burlington Free Press, three municipal websites and Burlington’s Neighborhood BUZZ Enews.

3.16 Route 7 Circulation Study – 40% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff continued to coordinate with the Town and consultant on the project.

 

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 100% Complete for season [Staff Manager: Daryl Benoit]  http://www.ccmpo.org/data/counts.html

·        Responded to several requests for traffic count data

 

4.02.1 Planning Assistance and Coordination - 60% Complete [Staff Manager: David Roberts]

·        Staff continues to coordinate with RSG on the next steps for the Exit 17 Growth Center Transportation study.

·        Staff continues to coordinate with the Town of Milton regarding finalizing the report for the Milton Multi-Use Path project.  The Selectboard voted to select the No Build alternative, therefore the consultant will revise the report to reflect that decision.

·        CCMPO staff continues providing VTrans and the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        CCMPO Hinesburg Center Rd feasibility study.  Several comments received from VTrans.  Staff will work with the town and consultant to address specific questions before closing out project.

·        Shelburne Village traffic study scope of work received from consultant.  Notice to proceed issued.  Kickoff meeting expected in February.

·        Staff assisted VTrans in the review of proposals for the public survey associated with the update of their Long Range Transportation Plan

 

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Notified Richmond of approval to move forward on East Hill Rd study request.  Waiting on more information from the town.


4.03 Transportation Model Maintenance– 40% Complete [Staff Manager: David Roberts]

·        Model release agreement finalized and sent out to consultants requesting copies of the model files.  Signed release agreements have been obtained from VHB, DuBois & King, RSG, and Louis Berger.

·        Finalizing Release 2.2.1 of the model with minor enhancements to include a multiple time step operation for integrated land use allocation model runs.

7. Project Development

·        Third Sector Associates met with Executive Director to review public involvement plans for the UPWP.  She created a flyer for distribution.

6.02 Communications –60% Completed

·        No activity this month.

6.03 Legislative Monitoring – 8% Complete [Staff Manager: Scott Johnstone]

·        Monitored bills in legislative process.

     

7.02 Locally Managed Project Definition (Scoping) Studies

·        No activity

 

8. CCMPO Strategic Plan

- First Phase 100% Completed; Phase 2 15% Complete [Staff Manager:  Scott Johnstone]

·     The Strategic Planning Committee met and developed and recommended the following actions:

·        Vision, mission and goals for the CCMPO were adopted by the Board.

·        Planning Accountability Policy was adopted by the Board

·        UPWP Committee and the Plan Review Committee for the review of the CCRPC Regional Plan Update Charters were adopted by the Board

·        Developed next steps for the strategic planning committee, focused on reviewing committee structure and bylaws.
