The following outlines the major activities of CCMPO in February 2006 by Work Task.  This is the eighth month of our FY 2006.  Therefore, 66.7% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 67 %Complete [Staff Manager: Scott Johnstone]

·        Board held its Regular Meeting on February 15, 2006.  Major items included the following:

·        Held a public forum to get ideas for the FY07 UPWP.

·        The Executive Committee met on February 1, 2006. 

1.02 Technical Advisory Committee (TAC) – 67% Complete [Staff Manager: Peter Keating]

·        The TAC received a briefing on the UPWP development process, selected a consultant to undertake the MTP public opinion survey, recommended two TIO amendments to the Board, and heard a presentation on Variable Message Signs from VTrans.

1.03 Training and Staff Development – [All staff] 67% Complete

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 70% Complete

·        The Commission provided copies of the Inter-mediate Draft Plan to municipalities, libraries, and community centers for review by the general public and held three public forums on March 21, 22, and 23. 

2.1.1 Regional Build-out Analysis - 20% Complete

·        CCRPC Staff met with Kevin Behm and Chris Davis, developers of the Addison County Build-out Tool, for a demonstration of the tool and to discuss future enhancements.

2.1.2 Decision Support System (DSS) 30% Complete

·        CCRPC Staff conducted the necessary GIS processing needed to generate the allowable land use file (ALU).  This file is a key input into the Landuse Allocation Module.

2.2.1   Asset Management Support- 80% Complete

·        CCRPC staff has provided follow-up software support to the Public Works Departments of Shelburne and Essex Junction.

2.2.4 Storm water Planning - 0% Complete

·        This task has been dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance - 8% Complete

·        CCRPC staff continues to work with Local Motion in regards to the online trails project.  CCRPC staff has provided demo maps showing Red Rocks GPS’d trail, town boundaries, roads, surface water and other data layers.  This test file worked well for Local Motion staff.  CCRPC has assisted Local Motion in GPS unit research.  Next meeting is set for March 24th .

 

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 25% Complete

·        CCRPC staff has coordinated with CCMPO staff regarding CCMPO’s TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

 

Route 15 Corridor Plan:  1% Complete  Staff has begun background work on corridor land use planning.

 

2.02 Regional Comprehensive Planning - CCMPO

58% Complete

·        Staff continued their participation on the CCRPC’s Plan Review and Update Committee providing RPC staff with suggested guidance/comments/revisions to the draft Regional Plan.

·        Staff worked with a board subcommittee to draft CCMPO comments on the Region Plan.

3. Multimodal Transportation Planning

·        Unmet Needs survey in process.  Staff met at SSTA with social service transportation contractees to discuss data collection for the Unmet Needs project

3.02 Environmental Planning – 25% Complete [Staff Manager: Christine Forde]

·        No activity

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·     Way to Go—full launch of the work tasks underway including:  partner support, business outreach, sponsorships, donations, website updates including structural changes to help participants access information for other modes.  Events planning is underway at area businesses as well as coordination/collaboration through business associations.  Staff is in the process of developing a business to business competition to encourage greater participation.

·   Earth Day – Church Street event, planning stages for AFV show along Church Street.  Coordination and collaboration with City offices, Church Street Marketplace, EVermont and others.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Grant application to Vermont Community Foundation to support a “how to” kit to support and encourage formation of business green teams.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Discussions continue with Dept. of Health to identify collaborative efforts to promote vehicle idling awareness.

·        No idling initiative promoted to UVM climate action class (majority school teachers).

·        Planning continues on formation of panel discussion on the link between school site/siting, transportation and Safe Routes to Schools.

·        Credible idling links forwarded to ACA partner for community awareness.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Communications—invitation to planners to joint the Vermont High Performance Schools Initiative March 30th summit.  Testimony provided on proposed HPS language to be added to capital bill for all major school renovation projects.  Grant application to Dept. of Health.  February 2nd joint working group member with Act 125 Advisory Panel.

·        Harvard Kennedy School research project continues.  10% Challenge business survey finalized, outreach continues to existing/new businesses.

·        Vermont Energy Climate Action Network project work program refinement.  Collaboration with VECAN partners and VEIC/EVT underway.

3.03 Bicycle/Pedestrian Transportation Planning – 67% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Staff continues to participate on the project steering committee for the VTrans update of the state Bicycle/Pedestrian Policy Plan.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 67% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Planning continues for SR2S training in March and spring school events are progressing.  Staff assisting VTrans staff in the development of the statewide SR2S program.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 35% Complete [Staff Manager:  Peter Keating]

·        Consultant selected for public opinion survey and survey development is underway.

 

3.06 Transportation Demand Management (TDM) Program – 67% Complete [Staff Manager: Peter Keating]

·        TDM Plan summary forwarded to TAC for recommendation to Board on adoption.  Way to Go Week 2006 planning underway.

·        Way To Go Week website redesigned and updated for 2006 with latest information (more information is forthcoming).  Online registration is currently functioning. 

3.07 Route 15 Corridor Land Use/Transportation Plan – 10% Complete [Staff Manager: Unassigned]

·        Staff met with the project steering committee on February 8 to discuss the process for hiring a consultant team for the project corridor study. Todd Odit will work with Eleni Churchill of VTrans to develop an RFP including a proposed scope of work.

·        Third Sector Associates prepared for, attended and created meeting notes for the Stakeholder meeting on February 8, 2006.

3.09 Transportation Systems Management – 70% Complete [Staff Manager: Susan Smichenko].

·        Staff participated in a committee at VTrans to continue working on the focus areas for Strategic Highway Safety Plan.

·        Staff met with VTrans and their consultant, VHB, for the kick-off meetings for their Variable Message Sign Deployment Project at both CCMPO and VTrans.  VTrans staff also made a presentation at the February TAC meeting.

·        Staff discussed progress on the signal optimization project with the consultant and the City of Burlington.

·        Staff prepared for access management discussion for the Northwest VT project underway at CCRPC.

3.11 Development Review – 35% Complete [Staff Manager: Susan Smichenko]

·        Staff discussed the Traffic Impact Analysis report for Finney Crossing Planned Unit Development with Williston town staff.  Town is waiting for the applicant’s reply to CCMPO’s original comments.

3.13 Freight Transportation Planning - 25% Complete [Staff Manager:  Daryl Benoit]

·        Continuing work on building the online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Currently working with CCRPC staff on the project.

    3.14 Route 2 Corridor Study55% Complete [Staff Manager:  Susan Smichenko]

·        Staff prepared for and attended project steering committee meeting.  Discussions included feedback from the public meetings, developing the Project Vision and Goals statement and next steps for the Design Workshop planned for March 30, 2006.

·        Worked with the consultants to plan the March public design workshop.

·        Third Sector Associates prepared for, attended and created meeting notes for stakeholders meeting on February 23, 2006.  She provided a summary of the three January public meetings to the group.  The consultant began planning logistics and publicity for the March 30, 2006 design workshop.

3.16 Route 7 Circulation Study – 40% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff continued to coordinate with the Town and consultant on the project.

 

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 100% Complete for season [Staff Manager: Daryl Benoit]  http://www.ccmpo.org/data/counts.html

·        Conducted ATR count for South Burlington on Old Farm Rd.

4.02.1 Planning Assistance and Coordination - 60% Complete [Staff Manager: David Roberts]

·        Staff continues to coordinate with RSG on the next steps for the Exit 17 Growth Center Transportation study.

·        Staff continues to coordinate with the Town of Milton regarding finalizing the report for the Milton Multi-Use Path project.  The consultant is in the process of revising the report to reflect the Selectboard’s decision to reject all study routes as presented in the alternatives analysis.

·        CCMPO staff continues providing VTrans and the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        Shelburne Village traffic study kickoff meeting held to review scope of work.  CCMPO staff worked with town volunteers to obtain traffic counts to support the study analysis.  Consultant is underway with completion expected in June.

·        Staff continues to work with VTrans and Town on Williston on study to locate park and ride site.

 

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Burlington has issued a RFP for the City Transportation Study.  Proposals are due March 8.  Anticipated budget is listed at $110,000.

·        Richmond and Williston drafting scope of work to initiate East Hill Rd locally managed study.

4.03 Transportation Model Maintenance– 50% Complete [Staff Manager: David Roberts]

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road – 95% Complete

·        Draft report being prepared by consultant.

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 35%

·        Alternatives Presentation meeting held on February 7. Steering committee will meet in March to determine next steps.

VT15/Educational Drive, Essex Junction – 55%

·        Evaluating of alternatives underway.

VT116 Potash Brook Culvert, South Burlington

·        Notice to Proceed issued to McFarland-Johnson to begin this work. Survey crew has begun work.

Hinesburg Park and Ride, Hinesburg

·        Local Concerns meeting held on February 20. Alternatives are being developed. 

I-89 Exit 14 Scoping Project [Staff Manager: Susan Smichenko]     

·        Due to projected cost increases, a PDT meeting was held in January to approve the new budget.  During the meeting, it was determined that additional costs are anticipated; therefore the project was approved conditionally. The follow up budget was sent out via email ($1.9 million) and reviewed and approved by all team members.  Construction plans are currently being reviewed for this project.  99% complete

     

7.02 Locally Managed Project Definition (Scoping) Studies

·        No activity

 

8. CCMPO Strategic Plan

- First Phase 100% Completed; Second Phase 20% Complete [Staff Manager:  Scott Johnstone]

·        The Strategic Planning Committee met to begin the process of reviewing how the committee structure of the organization should be organized and to begin to review our bylaws.  The work on committee structure will be handled first, followed by the review of the bylaws with recommendations to the Board for change on each expected by October of 2006.
