The following outlines the major activities of CCMPO in August 2005 by Work Task. This is the second month of our FY 2006. Therefore, 17% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 17 %Complete [Staff Manager: Bill Knight]

·        Board meeting held August 17, 2005.  Major items included the following:

o    Held Public Hearing to Amend FY04-06 & 06-08 TIP for Winooski Riverwalk.

o    Had presentation on Circ Williston EIS

o    Had presentation from New England Central Railroad

o    Approved First Cut at Project Prioritization

·        The Executive Committee met on August 3, 2005

1.02 Technical Advisory Committee (TAC) – 17% Complete [Staff Manager: Peter Keating]

·        The TAC received a presentation on VTrans Capital Budget, approved to the Board a project prioritization list, recommended a consultant for signal optimization work and heard an update on the CCMPO’s transportation model.

 

1.03 Training and Staff Development – [All staff] % Complete

·        No work planned or undertaken.

 

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 10% Complete

·        Began scheduling of face-to-face meetings with selectboards & city councils to solicit comment on the Preliminary Draft of the 2006 Regional Plan.  Presented to Charlotte, Essex Junction and Jericho.

·        The Executive Director presented the Preliminary Draft to the Lake Champlain Regional Chamber of Commerce Regional Affairs Committee.

2.1.1 Regional Build-out Analysis - 5% Complete

·        Staff has begin updating data points for Williston.

2.1.2 Decision Support System (DSS) 0% Complete

·        No funding in initial FY06 budget.

2.2.1   Asset Management Support- 20% Complete

·        Delivered converted data to Essex.  Most of the data has been converted for Milton, Jericho, South Burlington, and Essex Junction.  Doing gps work for Milton.  Waiting for final version of software from consultant before delivering data to municipalities.

2.2.4 Storm water Planning - 0% Complete

·        No funding in initial FY 06 budget.

2.2.5 Data Update and Maintenance - 1% Complete

·        Initiated updates to water and sewer data.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 5% Complete

·             Worked with consultant on TIP brochure map.

·        Assisted consultant with CIRC EIS related GIS questions.

2.02 Regional Comprehensive Planning - CCMPO

10% Complete

·             Continued participation on the CCRPC’s Plan Review and Update Committee.


3. Multimodal Transportation Planning

3.01.19 Vehicle Type Operating Cost Comparison – 12% Complete

·        Collecting data on bus maintenance and operating expanses by bus size

3.01.20 Maintenance and Facility Planning - 30% Complete

·        Completed permitting for CCTA bus storage expansion

·        Working with Winooski on Multimodal Grant application

·        Working the Burlington on Transit Center and Intercept Parking Facilities

3.01.21 Financial Planning – 15% complete

·        Working on FY06 Capital programming

3.01.22 Regional Public Transportation Expansion - 0% Complete

·        No work planned or undertaken.

·        Unmet Needs survey distributed to 40 plus social service agencies and transportation providers.

3.02 Environmental Planning – 0% Complete [Staff Manager: Christine Forde]

·        No activity this period.

 

3.02.1 10% Challenge - 17% Complete http://www.10percentchallenge.org [Staff Manager:  Christine Forde]

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·        Way2Go—no progress this reporting period

·        Channel 17 show on transportation alternatives, promotion of CCTA, no-idling and discussion between land use and transportation, climate change/air quality.

·        ACA Board meeting prep for Sept 2nd board meeting.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Meeting with TDM partners to review final TDM report. Comments provided to CCMPO for suggested changes to TDM final report.

·        Suggested list of strategies developed by sector provided to City of Burlington to move the City to the next level regarding achievement of target goals for GHG reductions by 2010.

·        Collaboration with Vermont Natural Resources Council, Sustainable Energy Resource Group and Alliance for Climate Action in development of letter of interest for major two-year Cox Foundation grant to help form energy committees in communities, to assemble a starter-kit for use by communities/groups, and to help transfer the 10% Challenge program. Full $150K proposal requested by Cox, due October 15th.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Promoted anti-idling campaign on Channel 17 and sent out information packets and signs to area businesses.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Participated in brainstorming meeting with Burlington City department heads/Mayor regarding suggested next steps for actions to reduce air pollution and greenhouse gasses.

·        Coordinated Channel 17 Live at 5:25 discussion on air quality, climate change and actions individuals can take to reduce emissions from vehicles.

·        August 2005 eMission newsletter published and distributed.

3.03 Bicycle/Pedestrian Transportation Planning – 5% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 15% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Met with stakeholders to discuss emphasis areas for the coming school year and methods to inform the public about the program.

·        Met with VTrans staff to discuss implications of the new federal Safe Routes program.

·        Assembled PowerPoint for conference presentations this fall.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 5% Complete [Staff Manager:  Peter Keating]

·        Scope of work and project schedule posted on web.

·        Project advisory committee operating procedures drafted for Board consideration.

·        The consultant met with staff member Peter Keating to review the MTP Advisory Committee makeup and overall MTP public  involvement effort in light of new federal legislation.  She reviewed and made recommendations for revisions to the Advisory Committee’s procedures

 

3.06 Transportation Demand Management (TDM) Program – 15% Complete [Staff Manager: Peter Keating]

·        TDM Partners met and formulated final comments to draft Plan. Comments sent to consultant 

3.07 Route 15 Corridor Land Use/Transportation Plan – 0% Complete [Staff Manager: None]

·         .The Scope of Work is being developed by the four municipalities in the corridor.

3.09 Transportation Systems Management - 18% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to coordinate with the consultant on the draft ITS Strategic Plan for Chittenden County.

·        TAC approved hiring Vanasse Hangen Brustlin for the signal optimization project at the August meeting.  Issued NTP to consultant and held kick-off meeting with VTrans and municipalities.

·        Staff attended the VTrans’ Roadway Safety Audit Review in Charlotte on Greenbush Road on August 11, 2005.

3.11 Development Review – 10% Complete [Staff Manager: Susan Smichenko]

          Staff answered questions from the coordinator at the District Environmental Commission.

3.13 Freight Transportation Planning - 5% Complete [Staff Manager:  Daryl Benoit]

·        Held meetings with NECR & Rail America about employing Transload (rail to truck) in Chittenden County as well as possibilities of shifting the Burlington Railyard from its current location, under SAFTEA-LU provisions.  Further strategy is dependent on outcome of the legislative summer study on H.542, which proposes the formation of a Vermont Rail Authority.

·        Received mandate from VTrans to undertake a TPI-work task, identifying and inventorying marketable and developable property adjacent to railroad ROW for Chittenden County.  Preliminary steps will be to involve participation of CCRPC & GBIC.  A project timeline will be completed in September 2005.

·        NECR Vice President Charlie Moore appeared at the August Board meeting.  He stated interest in working with the MPO to upgrade the Burlington to Essex rail-line to run local commuter and Amtrak services, as well as develop bikeways within this rail corridor.

 

      3.14 Route 2 Corridor Study15% Complete [Staff Manager:  Susan Smichenko]

·        Seven responses were received for the RFQ

·        Staff reviewed and ranked submissions in preparation for the September meeting planned with the Review Committee to short list consultants.

·        The public outreach consultant reviewed RFQs in preparation for a Stakeholders' Meeting on September 7, 2005.

3.16 Route 7 Circulation Study - 15% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff coordinated with the Town’s economic development consultant to revise and finalize RSG’s project scope.

·        Consultant working on existing conditions report for the project area.

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 90% Complete for season [Staff Manager: David Roberts]  http://www.ccmpo.org/data/counts.html

·        Responded to several requests for traffic count data.

·        Five transportation technicians worked for CCMPO during the summer 2005 season ending in August.  One technician has continued working to finish work on an Americans with Disabilities Act inventory for the City of South Burlington.  MicroPaver pavement management data was collected for Essex Junction and Shelburne and reports are being generated.

4.02.1 Planning Assistance and Coordination - 8% Complete [Staff Manager: David Roberts]

·        RSG presented existing conditions report for the Exit 17 Growth Center Transportation study to Stakeholders Group including Colchester staff, VTrans and MPO staff.  Consultant also reviewed assumptions for future land use with the group.

·        Staff working with the Town of Milton and WSA to finalize Milton Bike Path project.  Meeting was held with consultant and Town to schedule Planning Commission meeting and prepare for finalizing the report.

·        Decision was made by the Town of Milton to not renew Dufresne-Henry’s expired contract for the Multi-Modal Center.  MPO sent a letter confirming the decision to

D-H.  Project will be reevaluated with the Town’s economic development consultant.

·        CCMPO staff continues providing the Circ EIS consultant with information on CCMPO data sources and models.  Staff attended Circ EIS technical committee meetings and an Interagency Scoping Meeting in Concord, NH.  More information on the project is available at http://www.circeis.org .

·        VT 15 / Susie Wilson Rd Jug Handle technical assistance project completed a draft final report and delivered to steering committee for review.

·        CCMPO staff issued a notice to proceed for consultant assistance in examining the feasibility of constructing a connector road in the center of Hinesburg Village near the Lantman’s grocery store and the Lyman Meadows condominium complex.

·        Assisted Shelburne staff in evaluating Bike/Ped path proposals.

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        No work planned or undertaken.

4.03 Transportation Model Maintenance– 5% Complete [Staff Manager: David Roberts]

·        The transportation model consultant has delivered the truck freight component of the model update.  A peer review of the updated model was scheduled for the Sept/Oct timeframe.

·        The consultant met with CCMPO staff on August 1st to discuss upcoming projects that may require public involvement activities.

       Annual report – article outline, management of document and preparation for meetings.

7. Project Development

·        Preferred alternative being finalized with consultant and towns.

Milton, US7/Middle Road - 95% Complete

·        Draft Scoping Report being finalized. Intersection to be reevaluated as part of a Milton transportation study. 


South Burlington, Airport Drive - 70% Complete

·        Draft scoping report submitted to VTrans for comment, with request to schedule PDT review.

South Burlington, Bicycle/Pedestrian Crossing of Shelburne Road at Queen City Park Road – 80% Complete

·        Revised preferred alternative being finalized for presentation to South Burlington City Council.

South Burlington/Williston Multiuse Path Connection (Bridge over Muddy Brook) – 15%

·        Local Concerns meeting held.

VT15/Educational Drive, Essex Junction – 55%

·        Draft report received from Dufresne-Henry, and currently under review.

8. CCMPO Strategic Plan

- First Phase 100% Completed [Staff Manager:  Bill Knight]

·     The Strategic Planning Committee was enlarged to include an additional two Board members and one staff member.

·     It was decided to do the next phase without a consultant and rely on the participation of board members and staff.
