The following outlines the major activities of CCMPO in April 2006 by Work Task.  This is the tenth month of our FY 2006.  Therefore, 83% of time has elapsed.

1. CCMPO Management

1.01 Agency Administration – 82 %Complete [Staff Manager: Scott Johnstone]

·        Board held its Regular Meeting on April 19, 2006.  Major items included the following:

·        Update on development of FY07 UPWP.

·        UPWP – work plan for FY 2007 close to finalized with review by UPWP committee complete and materials sent to TAC, Finance Committee and Executive Committee.

·        Benefits Review and Salary Structure – Analysis of competitive position of benefits package completed and provided to Finance Committee for consideration.  Options for modification of package beginning to be developed.  Salary structure tables updated in draft form for consideration by committee as well.

·        Project Management – Staff continued to develop concepts for project management system for the organization in anticipation of funding to develop a system in the next work plan.

1.02 Technical Advisory Committee (TAC) – 82% Complete [Staff Manager: Peter Keating]

·        The TAC heard a presentation from CATMA on TDM programs, approved a Traffic Alert consultant and recommended approval of a series of FY07 TIP amendments.

1.03 Training and Staff Development – [All staff] 82% Complete

 

2. Regional Comprehensive Planning

1.1.1 Complete Preparation of the 2006 Regional Plan. 85% Complete

·        The Commission is preparing the Public Hearing Draft of the 2006 Regional Plan based on feedback received on the Intermediate Draft. 

2.1.1 Regional Build-out Analysis - 30% Complete

·        Staff began work on the Shelburne Build out Analysis, which is intended to be a pilot project to test the capabilities of the Addison County Build out Tool.

2.1.2 Decision Support System (DSS) 30% Complete

·        No work to report

2.2.1   Asset Management Support- 85% Complete

·        CCRPC staff has delivered the AssetGIS tool, and provided introductory training to Essex Junction’s Development Director.  CCRPC staff is working with CCMPO staff to solicit feedback from users and develop program recommendations in advance of the CCMPO TAC’s June meeting.

2.2.4 Storm water Planning - 0% Complete

·        This task has been dropped from the FY 06 work plan.

      2.2.5 Data Update and Maintenance - 9% Complete

·        Although no substantial work was undertaken in April, CCRPC staff continues to work with Local Motion in regards to the online trails project.  Local Motion has several gps’d trails that they will be sending to CCRPC staff soon.  Next meeting is set for the week of May 15th.

3.3.2 Coordination & Assistance with Metropolitan Transportation Planning 30% Complete

·        CCRPC staff has continued coordination with CCMPO staff regarding CCMPO’s TPI work task “Identification of Marketable and Developable Property Adjacent to Railroad ROW”.

 

Route 15 Corridor Plan:  1% Complete 

·           Staff has begun background work on corridor land use planning.

 

2.02 Regional Comprehensive Planning - CCMPO

82% Complete

·        Staff continued their participation on the CCRPC’s Plan Review and Update Committee providing RPC staff with suggested guidance/comments/revisions to the draft Regional Plan.

·        Staff continues work with a board subcommittee to draft CCMPO comments to the Regional Plan.

3. Multimodal Transportation Planning

1. Timepoint adjustments have been made to Shelburne Rd. route due to construction related changes and using current running time data for several specific trips.

3.01.13 Rider Surveys – 75% Complete

1. Began survey for College Street Shuttle passengers.

3.01.14 Service and Operations Planning – 90% Complete

1.      Working on Rt 2 plans in conjunction with Corridor Study.

2.      Refined Rt 15 Plans after Fletcher Allen comments

1.      Complied boarding/alighting data from 2003 and 2004 that is intended to show changes in activity among Burlington, South Burlington, and Shelburne (along the Shelburne Rd. route).

3.01.18 Bus Stop and Route Variation Database Maintenance and Tracking – 80%

             Complete

1.  Working on installing directional signs for Middlebury Link park and ride sites in Middlebury. Signs are already up on State highways in Vergennes and Middlebury.

3.01.19 Vehicle Type Operating Cost Comparison – 95% Complete

1. Collecting data on bus maintenance and operating expenses by bus size

3.01.22 Regional Public Transportation Expansion - 75% Complete

1.  Exploring fiscally constrained and funded Short Range Transit Plans within Statewide Planning process.

·        Unmet Needs survey in process.  Staff looking at other regions’ surveys for guidance.

·        Public Transit committee working on policy statement related to roles and responsibilities of transit new starts.

3.02 Environmental Planning – 25% Complete [Staff Manager: Christine Forde]

·        No activity

Primary Products:

1.            Participate and assist in coordination of activities and events (Way-to-Go Week and Best Workplaces for Commuters, Earth month events at institutions and businesses) to promote use of transportation alternatives and energy conservation.

·     Way to Go—all aspects of Way to Go! Commuter Challenge underway including:  partner support, business outreach, sponsorships, donations, website updates including structural changes to help participants access information for other modes.  Event planning continues with several scheduled events (refer to website for specific calendar of events at www.waytogovt.org).  Planning meetings with partners coordinated, minutes prepared and distributed and design work for collateral materials coordinated with CCTA.  Coordination with media and print sponsors including negotiations for donated radio time and space (Seven Days to donate 50% of purchased advertising space, plus Clear Channel is matching advertising funds 3:1 at a $1,000 purchase).  Coordination with business associations is underway – area businesses solicited to get involved.  Staff developed draft business to business competition to encourage greater participation (i.e. four award categories).

·   Earth Day – April 21st – Church Street event, planning continues for AFV show on Church Street.  Coordination and collaboration with City offices, Church Street Marketplace, EVermont and others.

 

2.            Work with and support Chittenden County communities on energy reduction programs including supporting use of alternative forms of transportation to single occupant vehicles--Seek supplemental resources to support local planning and implementation for clean air and promotion of higher occupancy vehicles and increased transit use. Specific activities include student research projects, employee energy challenge program developed and piloted, and participation in Vermont Clean Vehicles Coalition meetings including project planning and development for outside funding.

·        Consultation with Hinesburg on sustainable development and support of same for VECAN.

 

3.            Collaborate with and advance no idling initiatives and other clean air initiatives in Chittenden County communities and schools with partners including American Lung Association of Vermont, Vermont Department of Health, Champlain Initiative, Agency of Natural Resources and others.

·        Discussions continue with Agency of Natural Resources to promote vehicle idling awareness.

·        Assistance to residents interested in idleness awareness.

·        Consultation with Farrell Distributing and Green Mountain Coffee Roasters regarding their vehicle idling policies.

 

4.            Education, outreach, and public participation: Raise awareness of planners, decision-makers and the public via workshops/presentations, brown bag lunches, newsletter articles including case studies, success stories and lessons learned. 

·        Communications— Vermont High Performance Schools Initiative March 30th summit held.  Safe Routes to Schools featured in breakout

·        Harvard Kennedy School research project wrapped up.  Review anticipated early April.  10% Challenge business survey administered, outreach continues to existing/new businesses.

·        Vermont Energy Climate Action Network project.  No work this reporting period.

3.03 Bicycle/Pedestrian Transportation Planning – 82% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/BikePed/

·        Sidewalk grant program application prepared and distributed for FY07.

 

3.03.1 Safe Routes to Schools (SR2S) Pilot Projects - 82% Complete [Staff Manager:  Peter Keating] http://www.ccmpo.org/SR2S/

·        Planning for spring school events are progressing.  Staff assisting VTrans staff in the development of the statewide SR2S program.

 

3.04.1 2025 Metropolitan Transportation Plan Implementation (MTP) – 0% Complete [Staff Manager: Peter Keating] http://www.ccmpo.org/MTP/

·        No work planned or undertaken.

     

3.04.2 2030 Metropolitan Transportation Plan (MTP) - 82% Complete [Staff Manager:  Peter Keating]

·        Public opinion survey nearly completed, sample size reached, analyses to begin in May.

·         Third Sector Associates worked with CCMPO staff to discuss public involvement activities for the MTP.

 

3.06 Transportation Demand Management (TDM) Program – 82% Complete [Staff Manager: Peter Keating]

·        TDM Plan summary/implementation strategy approved by Board. 

·        Way to Go Week 2006 planning concluding.

·        Way to Go Week website redesigned and updated for 2006 with latest information (more information is forthcoming).  Online registration is currently functioning. 

3.07 Route 15 Corridor Land Use/Transportation Plan – 15% Complete [Staff Manager: Susan Smichenko]

·        Staff finalized the RFP and sent it to the Project Advisory Committee (PAC) for comments.  Stakeholders documented their contributions to the project funding. 

·        A Project Advisory Committee meeting was held on April 18, 2006.

·        The RFP was issued on April 21, 2006.

·        Staff continued to work with the municipalities to gather all pertinent reports to be posted on the MPO website or available for review at the MPO offices so that potential consultants will have a clear understanding of the work completed to date.

·        Third Sector Associates prepared for, attended, and created meeting notes for the Route 15 Project Advisory Committee meeting on April 18, 2006.

3.09 Transportation Systems Management – 85% Complete [Staff Manager: Susan Smichenko].

·        Staff continues to participate with VTrans in the Strategic Highway Safety Plan.

·        Staff met with the consultant for the signal optimization implementation for the Town of Colchester. Consultant prepared a draft technical memorandum for review.

·        Staff worked with the CCRPC to schedule presentations for the Vermont Access Management for the Northwest VT project currently underway.

·        Staff reviewing the Regional Traffic Signal Pre-Emption/Priority Standard Evaluation memo prepared by IBI Group.

·        Staff attended a Roadway Safety Audit Review with VTrans at the Route 15/I-89 Exit 15/Roland Court intersection on April 6, 2006.

·        Staff continues to discuss pedestrian/bicycle issues related to the final design of the Route 2/Industrial Avenue intersection reconstruction with VTrans staff.

3.11 Development Review – 60% Complete [Staff Manager: Susan Smichenko]

·        Staff reviewed a traffic report for a service station conversion project for the City of Burlington. 

3.13 Freight Transportation Planning - 45% Complete [Staff Manager:  Daryl Benoit]

·        Continuing work on building the online pilot application for the VTrans-mandated TPI-work task: “Identification of Marketable and Developable Property Adjacent to Railroad ROW” for Chittenden County.  Currently working with CCRPC staff on the project.

·        Sent copies of the “Burlington Railyard Development Process: A Working Paper” to (addresses future Burlington railyard redevelopment and implementation of greater transload service).  This paper was sent to VTrans, CEDO, and Burlington DPW, and a final meeting was arranged to determine political will of the city to move forward on her railyard ambitions.

·        Met with Regional Planning Commissions of western Vermont and GRIP to understand freight rail needs and opportunities, including the federal earmarks for this corridor.  Developed a strategy for the RPC’s and MPO to perform the corridor study.

 

    3.14 Route 2 Corridor Study70% Complete [Staff Manager:  Susan Smichenko]

·        Steering committee meeting was held on April 27, 2006 to review proposed alternatives for the corridor.

·        Staff continued to respond to phone calls and emails on project.

·        Consultant made a presentation to the Regional Affairs Committee for the Chamber to solicit input from the business community on April 26, 2006.

·        Third Sector Associates prepared for, attended and created meeting notes for the steering committee meeting on April 27, 2006.  She provided a summary of the March public meeting to the group.

 

3.16 Route 7 Circulation Study – 40% Complete [Staff Manager:  Susan Smichenko)]   

·        Staff continued to coordinate with the Town and consultant on the project.

 

4. Municipal and Regional Service

4.01 Data Collection and Maintenance – 100% Complete for season [Staff Manager: Daryl Benoit]

·        Hired 4th (and final) intern to work in the traffic count and pavement inventory programs for the summer months.  This year’s count/pavement program will start during the week of 15 May 2006.

4.02.1 Planning Assistance and Coordination - 70% Complete [Staff Manager: David Roberts]

·        Staff is reviewing the final report for the Exit 17 Growth Center Transportation study. 

·        Staff continues to coordinate with the consultant and VTrans regarding finalizing the report for the Milton Multi-Use Path project.

·        CCMPO staff continues providing VTrans and the Circ EIS consultant with information on CCMPO data sources and models.  Staff continues attending Circ EIS technical committee meetings.  More information on the project is available at http://www.circeis.org .

·        Shelburne Village traffic study is underway with a draft report expected in May.

·        Hinesburg Village sidewalk feasibility study is underway with completion expected in fall 2006.  This is examining potential sidewalks along VT116 in Hinesburg Village.

·        Underhill Flats sidewalk feasibility study technical assistance request received.  CCMPO staff met with town officials to discuss local needs and is working with one of the technical assistance program retainer consultants to develop a scope of work.

·        Technical Assistance consultant RFP issued with responses due in May.  This RFP will update our list of technical assistance retainer consultants for the next three years.

 

4.02.2 Planning Assistance – Locally Managed [Staff Manager: David Roberts, except as noted]

·        Smart Mobility and Oman Analytics selected to undertake the Burlington Transportation Plan.  Work expected to begin in June 2006.

·        Richmond and Williston have selected Lamoureux and Dickinson as the consultant for the East Hill Rd Study.  The towns have finalized the scope of work for the study and a contract has been issued.  To support this study and other local planning efforts in Richmond, CCMPO is obtaining orthoimagery and lidar terrain data for one additional tile in Richmond needed to complete coverage of the study area along with two imagery tiles covering the Richmond Village area from data collected but not processed as part of the 2004 imagery program.

4.03 Transportation Model Maintenance– 75% Complete [Staff Manager: David Roberts]

·        Staff developed an in-house web-based database management system to update incidents and log a historical record.

·        Administrative Advantage selected by CCMPO TAC to continue managing the program.  The first Traffic Alert for the 2006 season went out on April 21st.

5. Transportation Programming
