Core Downtown Burlington parking lot data was originally
obtained from the City of Burlington Department of Public
Works. The City's consultant, Wilbur Smith Associates,
Inc. (WSA) originally digitized parking lot polygons for the
"Downtown Burlington Parking Study" (March 2003).
CCMPO has subsequently undertaken work to digitize
parking lots for the remainder of Chittenden County.

This geospatial database is a working inventory of surface
and underground parking lots within Chittenden County,
Vermont. All polygons represent existing parking lots and
contain an attribute table listing; Entrance locations of lots,
Landuse type for the lot, Total number of parking spaces,
designated ADA parking spaces, Municipal Zoning codes,
and other descriptive information, as well as inherent
polygon area.
This database was originally conceived and created from
parking lot polygons digitzed for the "Downtown Burlington
Parking Study" (March 2003). CCMPO has subsequently
undertaken work to digitize parking lots for the remainder
of Chittenden County using the 2004 Digital Color
Orthophotos from EarthData International. Staff who
completed work on this database were; Daryl Benoit
(2006-2008), Evan Kamien (2006-2007), Taylor Newton
(2007), and Chris Dubin (2008).

This database is intended for use evaluating the parking
capacity and status of Chittenden County as well as
analyzing potential park and ride sites lots along major
transit corridors (notably "Lease Lots").

CC_LUSE_03 (Verification Datalayer) ~ This information
was compiled from a 2003 Land Use layer created by
CCRPC. It contains American Planning Association (APA)
land use codes and a layer file that contains
the symbology. In order to conflate these codes into the
Chittenden County Parking Inventory shapefile attribute
table, the parking lot parcels were converted to
points, buffered, and then spatially joined to the Land Use
layer so that the attribute field could be populated with the
correct codes. In sum, each parking lot centroid was
codified to be within a single land use area. This methodology
does not always accurately reflect ground truth, because
some parking lots may traverse multiple zoning areas
or land use categories. However it provided a way to
conflate a single Land Use code value per polygon using a
uniform method. Although there may be some degree of error,
it was considered to be insubstantial enough for the current
scope of this study, and may be updated with corrections
over time.
DESCRIP (Attribute) ~ Description of parking lots'
corresponding building. This could be as simple as
'apartments' or 'Bike Shop', and in some cases, the
names of buildings. GoogleEarth or general knowledge of the
area were the primary references for the populating this field.
This field will continue to be a work in progress as it is
useful for a descriptive reference within the database.
ENT_LOC (Attribute) ~ This field is populated with road
names of the entrance locations to each parking lot. The
use of a '/' indicates a road with multiple labels, like Rt.
117/River Rd. The use of 'and' refers to a second
entrance on a separate road.
HC_SPCS (Attribute) ~ Refers to the total number of visible
disbabled and elderly spots. This number is only accurate
based on the number of visibly vacant and delineated
spots.
TOTAL_SPCS (Attribute) ~ Total number of delineated or
estimated parking spaces within the parking lot.
LANDUSE (Attribute) ~ This is a completely subjective field
based on the user's interpretation of the Parking lots'
corresponding building use. Values usually include a mix
of commercial, industrial, residential, or retail.
NOTES (Attribute) ~ An extra field for notes of importance that cannot be
expressed in other categories.
TOWN (Attribute) ~ The name of the town in which the
polygon exists within. Populated by VCGI's town boundary
layer. Useful for town-based analysis.
ZONING (Attribute) ~ The municipal zoning code for the
respective lot. Most towns have a two to four letter code
signifying the land use for the area. Codes are unique to
each town and the most up to date zoning information
was used for each town or village.
LCBS_2003 (Attribute) ~ APA Land-Based Classification
Standards (LBCS) Code assigned to Parking Lot.

This shapefile was digitized from 2004 spatially referenced
Sid imagery provided by EarthData International and
owned by CCMPO. This same imagery can be found on
GoogleEarth (2008) for available towns. The following
areas were not addressed because of the lack of quality
data; Westford, Underhill, Bolton, Huntington, and portions
of Charlotte.
Methodology of inclusion of lots for database included
large parking lots with cars. Lots without parking
delineation lines are still estimated for a total number of
parking spaces. If lots are residential, they need to be
large enough (i.e. part of condominium or townhouse
units) to be addeded. Areas with large tractor-trailer
trucks were not necessarily added. Back lots will not
necessarily added unless significant in size or in use.
Truck Bay Parking spots (although sometimes delineated)
have not be tallied. Large dirt lots were included.
When roads (separated from the parking area by islands)
line both sides of the parking lot, one road will be
included in the area of the parking lot. Driveways to lots
were not always included. Islands and non-pavement areas
within parking lots were clipped out where possible.
Details for this nature of inclusion will be standardized
in forthcoming updates.

The mapping includes production of color digital
orthophotography with a pixel of 16 centimeters using
imagery collected with Leica ADS40 digital pushbroom
sensor and processed with the ISTAR system. This data
has been produced to be fully compliant with National Map
Accuracy Standards (NMAS) for mapping at a scale of
1/1250. This was ensured by the placement of GPS
ground control points prior to the acquisition of aerial
imagery.

The purpose of this dataset is to update the 2003
American Planning Association's Land-Based
Classification Standards (LBCS) data for as much of
Chittenden County as possible. As significant growth has
taken place in the county, many parcels have been
divided or changed. This dataset attempts to apply land
use codes to these changed parcels. The priority in
creating this dataset was to find codes for uncoded
parcels, though in some cases new codes were applied to
parcels that have changed land usage since 2003.
