CCMPO Sidewalk Program ~ FY 2009 Application


Project Background:
The FY09 Chittenden County Metropolitan Planning Organization’s (CCMPO) sidewalk program is designed to improve and expand the region’s sidewalk infrastructure through reimbursable grants to member municipalities for preliminary engineering and sidewalk construction.

Program Purpose:
The purposes/goals of the CCMPO sidewalk program are: 1) to provide communities access to federal implementation funds to improve their public sidewalk systems, 2) to advance the development of an integrated sidewalk system using accepted standards and guidelines, and 3) to encourage connections between neighborhoods, schools, parks, town centers and linkages to other public spaces for the benefit of the non-motorized traveler. While this regional program will assist municipalities with sidewalk construction, other sources through VTrans – the Enhancements and Safe Routes to School (SR2S) Programs – may also be utilized for the planning, design and construction of sidewalks. The CCMPO program is intended to provide a supplement to these programs.

Chittenden County Metropolitan Transportation Plan Financial Element ~ Request For Proposals


Project Background:
The CCMPO is in the process of updating its Metropolitan Transportation Plan MTP) – the long range document identifying the region’s goals, strategies and projects needed to address future transportation needs. An integral component of that Plan is a financial analysis that will form the fiscal foundation of the MTP’s project and strategy recommendations. This analysis must identify funds “reasonably expected to be available” for future transportation investment.

The future estimate of funding resources is one part of the financial plan section of the MTP. In addition, the operating and maintenance needs of the current system – roads, bridges, bicycle and pedestrian infrastructure, inter-modal facilities, and transit assets and services – need to be accounted for and factored into the financial analysis. The costs of system maintenance/operations need to be set aside from the estimate of total future funds. The balance of funding will be applied to committed projects (those identified in the CCMPO’s Transportation Improvement Program(TIP)), and new projects and strategies.

Chittenden County Metropolitan Transportation Plan: Scenario Planning Tasks ~ Request For Qualifications


Project Background:
The CCMPO is responsible for long range transportation planning in the Greater Burlington Vermont metropolitan area. The current plan, 2025 Chittenden County Metropolitan Transportation Plan (MTP was adopted in January 2005. Federal law requires that the Plan be updated no less than every five years.

The CCMPO intends to use a scenario planning approach for this MTP update. Scenario planning relies on substantial public outreach early in the planning process to assist planners in understanding the region’s broad range of concerns and aspirations for the future.

The CCMPO has developed a robust transportation demand model which we expect to be employed extensively in scenario analysis. Our sister organization, the Chittenden County Regional Planning Commission (CCRPC), will also play a role in our MTP. Their participation will focus on the analysis of existing conditions, as well as population and employment forecasts. CCRPC staff expertise in visualization and GIS tools, will also factor into visioning, public outreach, and scenario development.

The CCMPO seeks consultant services to assist with and conduct a community visioning exercise; followed by assistance with scenario development and consensus building on the selected scenarios. Given that funding is constrained and no one scenario can be truly certain, the final MTP recommendations should be reasonable, prudent and comprehensive enough to be effective under a variety of possible futures.

Chittenden County Transportation Model Update ~ Request For Proposals


The Chittenden County Metropolitan Planning Organization (CCMPO), the transportation planning agency for the Burlington, Vermont metropolitan area, is seeking a qualified consultant to assist in updating the CCMPO's regional transportation model. Background on the current CCMPO model is available on the CCMPO website at: http://www.ccmpo.org/modeling/

There are several key components to be completed in this model update, including the following:

  • Development of a daily transportation model with capability to represent AM and PM peak hour traffic conditions. The current model has separate AM and PM peak hour models.
  • Incorporation of household travel survey data from the 2008 National Household Travel Survey Vermont Add-on.
  • Calibration of travel speeds within the model to better reflect real world conditions in order to support more accurate estimates of vehicle emissions.
  • Continued supporting and refinement of the truck freight model.
  • Investigation of microsimulation options tied to the regional transportation model for detailed analysis of transportation systems management proposals.
  • Investigating refinements to the transportation model’s Land Use Allocation Module (LUAM) to better represent recent development trends.
  • Support for a peer review of the updated model and agreement to continue upgrades, maintenance, and support of the model for 4 years following completion of the update.

Bicycle Pedestrian Plan Update ~ Request For Proposals

The Chittenden County Metropolitan Planning Organization (CCMPO) is seeking consultant services to update the Regional Pedestrian/Bicycle Plan. The original plan - Alternative Transportation Path Comprehensive Plan - was completed in 1993, and in 2003 was significantly revised and expanded by the Regional Bicycle-Pedestrian Plan Update. The current project will be funded by USDOT planning funds through the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), and matched with state and local funds.

Hinesburg Transportation Plan ~ Request For Proposals


Project Background:
The Chittenden County Metropolitan Planning Organization (CCMPO), on behalf of the Town of Hinesburg, seeks proposals from qualified applicants to undertake a public transportation plan.

Hinesburg’s quest for public transportation has been underway for over a year and has included discussions with an extensive array of interested parties including: Addison County Transit Resources (ACTR), Special Service Transportation Agency (SSTA), Chittenden County Transportation Authority (CCTA), Chittenden County Metropolitan Planning Organization (CCMPO), On-The-Go Transportation, Vermont Council on Rural Development (VCRD), VTrans, MORF Transit, Riders of Vermont (RoVer), the Champlain Valley Agency on Aging, American Cancer Society, Fletcher Allen Dialysis Department, Hinesburg Resource Center, Lund Family Center, Champlain Islanders Developing Essential Resources (CIDER), local employers, neighboring towns (Bristol, Monkton, and Starksboro), local officials, and local schools and churches. Meeting discussion topics were comprehensive and varied, including: potential routes, rideshare programs, vanpools, fixed route transit providers, on-demand transit providers, volunteer driver programs, service charges, and potential funding sources.

A survey was also sent to all Hinesburg residents asking them about their transportation views. Results clearly showed that there was a need for such services as well as a desire for a place to centralize information about available transportation options.

With encouragement from VTrans, the Town decided to apply for a Federal United We Ride grant to better define and begin funding Hinesburg transit service through some combination of existing providers, both public and private, and via a volunteer driver program.

Project Goal:
Through an examination and analysis of available and expected transportation providers and resources, devise and assist with implementing a coordinated operations plan that will result in public transportation services for Hinesburg residents and employers.

Chittenden County Signal Optimization Plan ~ Request For Proposals


The Chittenden County Metropolitan Planning Organization (CCMPO), the transportation planning agency for the Burlington, Vermont metropolitan area, is seeking a qualified consultant to assist in performing signal optimization for municipally owned and maintained traffic signals in Chittenden County.

This project is a continuation of a program which began in 2005. The CCMPO acts as the project manager for this federal aid project which requires a Cooperative Agreement (CA) to be signed between the MPO and the Vermont Agency of Transportation (VTrans). The project will be managed in conjunction with VTrans through the Local Transportation Facilities (LTF) program.

Tasks included in the project include compiling and reviewing intersection turning movement counts, providing an inventory of existing signal equipment, performing signal operation analyses, developing optimized timing plans and programming controllers with new signal timings. In addition, the selected consultant will work with VTrans and the municipality to prepare the National Environmental Policy Act (NEPA) documentation for the project.

Vermont's Western Corridor Transportation Management Plan - Request for Proposals


The Chittenden County Metropolitan Planning Organization (CCMPO) acting as project manager for the Vermont Agency of Transportation (VTrans), the Chittenden County Regional Planning Commission, the Addison County Regional Planning Commission, the Bennington County Regional Commission, the Northwest Regional Planning Commission and the Rutland Regional Planning Commission is issuing this Request for Proposals (RFP) for consultant services to conduct a Multimodal Transportation Corridor Management Plan for Western Vermont.


An earmark provision in SAFETEA-LU (Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users-Section 1934) provided funds for "Western Corridor Rail Improvements, ABRB&E." Development of a multimodal Corridor Management Plan for western Vermont was deemed necessary by VTrans and its regional partners, to determine the most effective ways to improve the infrastructure and operations of the transportation system-highway and rail- in western Vermont over the next 20 years thus improving the economic opportunities of the region. VTrans and the Regional Planning Commissions (RPCs) along this corridor requested that the CCMPO act as the overall project manager for this plan with the RPCs providing guidance and support as well as participating in the public outreach at their respective regions.

The National Endowment for the Arts will be funding four "Your Town: The Citizens’ Institute on Rural Design" workshops and are seeking interest in producing a workshop between now and November 2007. This is an opportunity to bring design professionals to your community to help you tackle critical regional planning and design issues. Up to $22,000 will be available from the Endowment for each workshop.

Transportation Project Development Services

Request for Qualifications


The Chittenden County Metropolitan Planning Organization (CCMPO) is issuing this Request for Qualifications (RFQ) on behalf of the eighteen communities that comprise the CCMPO. CCMPO seeks to select three consultants or consultant teams to provide transportation project development services on an on-call basis for a three-year period. CCMPO’s anticipated annual budget for this agreement is approximately $200,000. The selected firms will be required to follow the procedures outlined in the Vermont Agency of Transportation’s (VTrans) Project Development Manual, adopted in January of 1998, for specific projects brought forward by CCMPO. Projects must be closely coordinated with VTrans. Specific responsibilities for each project are anticipated to include: preparing the draft Purpose and Need Statements in coordination with the local municipalities and CCMPO; coordinating and running local concerns meetings and alternatives presentation meetings; conducting alternatives analyses; and preparing conceptual plans. In addition, the Project Development Manual requires extensive early coordination with the public and resource agencies in an effort to obtain early consensus on the project.


The consultants or consultant teams must provide expertise in, but not limited to, the following disciplines: survey, historic preservation, landscape architecture, archaeology, wetlands biology, wildlife habitat, NEPA compliance, traffic engineering, hazardous waste identification, highway and structural engineering and public involvement. At least one of the firms selected will have expertise in bicycle and pedestrian facility design and at least one of the firms selected will have expertise in bridge design. The successful teams must be familiar with state and federal environmental laws and regulations, and must possess a demonstrated ability to conduct effective public meetings, hearings and public outreach.

SAFETEA-LU's Vermont Municipal Stormwater Mitigation Grants


Administration and Management Of funds for Inside and Outside Chittenden County


SAFETEA-LU, passed in August 2005, authorizes $6 million ($3 million for inside Chittenden County and $3 million for outside Chittenden County) for the purpose of providing financial assistance grants to towns, cities and villages in Vermont for projects to reduce water pollution generated by, or directly associated with existing public roads and road maintenance activities.


Eligible Applicants: Vermont municipalities from both inside and outside of Chittenden County (Separate Programs) may apply.


Federal Funds: Federal legislation authorizes $3 million over a 5 year period for each of the two Programs. Actual amounts will be reduced to the following approximate amounts. Note: The FY05 and FY06 Federal funds have been committed.

  • FY 05: $255,000
  • FY 06: $540,000
  • FY 07: $675,000
  • FY 08: $675,000
  • FY 09: $540,000
  • TOTAL: $2,685,000


Maximum Grant Amount: Outside Chittenden County $150,000. - Inside Chittenden County the Amount is still under discussion, but will not be less than $150,000.


Match: Municipalities must supply not less than 20% of total project costs, not to include other federal funds. VTrans will provide more detailed guidance about matching fund requirements .


Administration: To maximize funds to municipalities, VTrans' will administer the grant program. Municipalities apply directly to VTrans who will process the applications, select projects utilizing a Committee and execute grant agreements.

  • Outside Chittenden County, will be accepted September 1 thru 31, 2006.
  • Inside Chittenden County, will be accepted October 1 thru 30, 2006.


Documentation:


Municipal Requirements: Towns and cities must comply with all state and federal requirements. These are outlined in a one-page overview provided by VTrans.


Grant Assistance: The Vermont Local Roads Program, Northern Vermont Resource Conservation and Development Council (RC & D) - outside Chittenden County, will be available for assistance to municipalities both on-site and by telephone. VTrans district offices and regional planning commissions will also be involved.


Eligible Municipal Projects: Funds must be used to reduce water pollution generated by, or directly associated with existing public roads and road maintenance activities in Vermont.


The following represent possible projects:

  • Stabilize ditches, culverts & other drainage facilities against erosion and flooding
  • Stabilize critical roadside slopes having a negative impact on public waterways
  • Related planning and engineering
  • Purchase land or easements required to complete a project under this program.
  • Construct or reconstruct salt/sand storage facilities and other road related facilities to reduce impact on public waterways.
  • Purchase high efficiency street sweeping equipment
  • Develop local regulations to improve water quality
  • Construction of stormwater best management practices, such as detention basins, oil-grit separators, swales, etc.


References: Applicants should demonstrate that they are using sound stormwater treatment practices such as those described in the Agency of Natural Resources' Stormwater Management Manual and the Vermont Better Backroads Manual.


Project Selection Criteria: Applicants must document the impact of the project and reduce water pollution generated by, or directly associated with existing public roads and road maintenance activities.


Distribution of Funds: Eligible cost will be reimbursed as with other VTrans grants.

The Chittenden County Metropolitan Planning Organization’s (CCMPO) Transportation for Livable Communities (TLC) program is designed to support development plans and projects in Chittenden County that strengthen the link between transportation investments and community livability.

Program Goals:

Develop innovative community-based projects whose transportation elements can compete for capital funding at the regional level through the Transportation Improvement Program (TIP) process.

  • Forge unique partnerships between local jurisdictions, community organizations, transportation service providers, and the development community.
  • Make a significant contribution to the creation of a livable community.
  • Provide “success stories” to encourage integration of transportation and land use throughout the region.

Champions for Healthy Kids

  • General Mills: Champions for Healthy Kids Initiative

    A partnership of the General Mills Foundation, the American Dietetic Association Foundation, & the President's Challenge. The goal of the initiative is to encourage communities in the U.S. to improve the eating and physical activity patterns of young people, ages 2-20 with 50 grants of $10,000 each to nonprofit organizations. Deadline for the 2006 program is February 1, 2006.

Creative Communities Program

 

The Vermont Council on Rural Development (VCRD) has launched a new initiative, the Creative Communities Program, with staffing funded by Jane's Trust. This program will work with communities across the state to conduct strategic planning that translates broad ideas about the creative economy into specific action plans.


The communities that receive technical assistance through the Creative Communities Program will be selected through an application process (Applications due: 2 December 2005).


The Vermont Council on Rural Development is interested in working with communities at many different stages in their planning process. If interested in creative economy work and developing an application for your town, please contact:

Transportation For Livable Communities (TLC)

 

We are pleased to send you the enclosed information about FY2006 planning grants available under the Chittenden County Metropolitan Planning Organization's (CCMPO) Transportation for Livable Communities (TLC) Program. The TLC program's purpose is to fund planning for transportation projects in Chittenden County that:

  • Support a community's development and/or redevelopment activities;
  • Will be conducted through a collaborative and inclusive planning process; and
  • Enhance a community's identity and overall quality of life.

Grants range from approximately $4,000 to $20,000 and require a 20 percent non-federal match. A total of $50,000 is available.


Enclosed you will find an application package and instructions. In order to be eligible for funding in FY2006, TLC applications must be received at the CCMPO offices by 5:00 PM on Friday, September 2, 2006.

  Transportation for Livable Communities ~ FY 2006 GRANT APPLICATION

 


US Route 2 Transportation Study ~ Burlington, South Burlington & Williston, Vermont (Request for Qualifications)

 

The Chittenden County Metropolitan Planning Organization (CCMPO) is issuing this Request for Qualifications (RFQ) on behalf of three member communities in the Route 2/Williston Road Corridor – Burlington, South Burlington and Williston. The overall purpose of the Corridor Study is to identify existing and future corridor transportation system deficiencies and recommend a series of short- and long-term solutions. The outcome of the study will be a system-wide approach that addresses all transportation needs in the corridor including pedestrian, bicycle, bus, light rail, busway, and highway.

 

CCMPO seeks to select a consultant or consultant team to develop a detailed multimodal plan for the Route 2/Williston Road Corridor. The selected firm or firms will be required to follow the procedures outlined in the draft Vermont Agency of Transportation’s (VTrans) Corridor Management Handbook (http://www.aot.state.vt.us/planning/VTcorridor.htm).

 

CCMPO has a public involvement consultant, Third Sector Associates, on board to coordinate the Stakeholders’ group, and the selected firm or firms will be expected to coordinate closely with this consultant.

 

CCMPO’s initial budget for the Corridor Study is $50,000 in FY06.

Chittenden County Signal Optimization Plan – Request for Proposals


The Chittenden County Metropolitan Planning Organization (CCMPO) is seeking a qualified consultant to assist in performing signal optimization for municipally owned and maintained traffic signals in Chittenden County. The project will be managed in conjunction with VTrans through the Local Transportation Facilities (LTF) program, and consists of optimizing signals at intersections in Burlington and Colchester under a Cooperative Agreement with VTrans.


All Proposals are due by Tuesday, July 12, 2005 at 3:00 pm.

National Clean Diesel Campaign Demonstration Assistance Agreements – Grant Competition


This notice announces the availability of funds and solicits proposals from eligible entities for partnership projects that demonstrate the applicability and feasibility of implementation of EPA and/or California Air Resources Board verified (or certified) pollution reduction retrofit technologies in nonroad vehicles and equipment such as those used in construction or port-related activities. Eligible activities include the use of verified pollution control technologies or innovative uses of verified pollution control technologies in nonroad diesel vehicles and equipment in public, tribal or privately owned fleets. Diesel engine/vehicle/equipment replacements or the application of cleaner fuels are also eligible.


Applications will only be accepted from state, local, multi-state, and tribal agencies, and other non-profit organizations. The total estimated funding for this project is up to $800,000. EPA anticipates award of eight to twelve cooperative agreements, each ranging from $50,000 to $150,000, resulting from this announcement.


EPA requests notification of intent to apply by May 27, 2005. Complete applications must be submitted and received no later than July 1, 2005.

  • CLEAN SCHOOL BUS GRANTS ~ Congress has allocated the Clean School Bus USA program $7.5 million for fiscal year 2005 for a cost-shared grant program to school districts to upgrade their diesel fleets. EPA’s Clean School Bus USA program requests applications for projects that reduce diesel emissions from school buses through the use of verified or certified pollution reduction technology. Projects will involve the retrofit or replacement of existing engines or buses with newer, cleaner ones. EPA expects to award 20 to 30 projects to reduce diesel emissions for school buses.   • NATIONAL CLEAN DIESEL CAMPAIGN DEMONSTRATION GRANTS ~ EPA’s Clean Construction and Clean Ports USA Programs are accepting funding applications for nonroad diesel engine retrofits demonstration projects. EPA is looking for projects that help overcome the technical, structural and organizational barriers to implementing nonroad diesel retrofits, especially for vehicles and equipment used in construction or port applications. EPA expects to award an estimated $800,000 to 8-12 projects that demonstrate innovative uses of EPA and/or CARB verified/certified technologies. For more information:  Click here


  • TRUCK ENGINE IDLE REDUCTION TECHNOLOGY DEMONSTRATION GRANTS ~ Congress has allocated the SmartWay Transport Partnership Program $5 million for fiscal year 2005 for a program to demonstrate truck engine idle reduction technologies. This grant program will focus on demonstrating these technologies in three areas: small trucking companies, engine manufacturers, and at ports, borders, distribution centers, and truck stops. EPA expects to award 3-4 grants to reduce emissions and demonstrate these technologies in various applications. For more information:  Click here

 


CCMPO Sidewalk Program - Fiscal Year 2006

 

The FY06 Chittenden County Metropolitan Planning Organization’s (CCMPO) sidewalk program is designed to improve and expand the region’s sidewalk infrastructure through reimbursable grants to member municipalities for preliminary engineering in preparation for subsequent sidewalk construction.

City of Winooski Request for Proposals - Pedestrian Safety Improvements Study (TLC Grant)

 

The City of Winooski has been awarded a Transportation for Livable Communities Grant by the Chittenden County Metropolitan Planning Organization (CCMPO) for the analysis of pedestrian safety improvements on Franklin Street, George Street and Bellevue Street. The City wishes to contract an engineering consultant with expertise in traffic engineering and urban planning to assist in identifying and evaluating various alternatives and estimated costs for each street.

 

Sealed proposals will be received by the City No Later than 12:00 pm December 15th, 2004 at the Winooski City Clerk's Office located at 27 West Allen Street, Winooski, Vermont 05404.

Chittenden County Intelligent Transportation Systems Plan Update

 

The Chittenden County Metropolitan Planning Organization ( CCMPO ), the transportation planning agency for the Burlington , Vermont metropolitan area, is seeking a consultant to assist in updating the CCMPO 's Intelligent Transportation Systems Plan. CCMPO developed its first Intelligent Transportation Systems (ITS) strategic deployment plan in 2000 in an effort to guide the planning and implementation of ITS in Chittenden County . In 2002, a report was produced which provided detailed recommendations for ITS in project development. Both of these plans are currently available on our website located at http://www.ccmpo.org/LibraryFiles/.

 

The current proposed study is intended to address the expanded realm of ITS in Chittenden County and to respond to specific recommendations and requirements needed to bring the MPO into compliance with current ITS program standards set by the Federal Highway Administration (FHWA) for development of architecture and strategic plans as well as the Federal Transit Administration's National ITS Architecture Policy on Transit Projects.

Chittenden County Transportation Demand Management (TDM) Education, Outreach, and Support Program

The Chittenden County Metropolitan Planning Organization (CCMPO) seeks proposals from qualified applicants to develop a regional TDM Education, Outreach, and Support Program.

 

Transportation Demand Management (TDM) is a general term for strategies that result in more efficient use of transportation resources. The purpose of this TDM effort is to develop a Regional TDM Education, Outreach, and Support program to expand the knowledge and practice of TDM strategies to selected major Chittenden County employment centers as well as to municipal planning staff, commissions, and development review boards. Additionally, this effort will document how the CCMPO can best provide guidance and support for any new Transportation Management Associations (TMA) or other emerging employer based TDM programs.
