2008 MTP Financial Element: Questions and Answers

The Chittenden County Metropolitan Planning Organization issued a Request for Proposal in regard to the MTP Financial Element. Below is a list of questions and answers received from consultants interested in submitting proposals. Questions will be accepted until April 18, 2008 to ensure that all parties have adequate time to review the answers.

1. Does this RFP pertain only to federal, state and local transportation revenues that flow through the CCMPO or also to any of the revenues spent for transportation purposes within towns in the CCMPO district?

Although CCMPO planning is based on federal funds and non-federal match funding, federal regulations state that we need to identify all funds for transportation – federal, state, and local. Most local funds do not flow through the CCMPO.

 

2. Does the CCMPO have a database with the historical revenues received from the federal, state and local governments for transportation purposes within the CCMPO? Please describe the database.

We have historical data for federal funds and the state funding used to matche the federal sources. We have no comparable data for local revenue. The data are in an Access database.

 

3. How much of this exercise consists of collecting and cleaning data as opposed to actually preparing forecasts? That is, are historical revenues and expenditures readily available or must they be gathered from several different places?

Federal and (most) state funding is well organized and should not require cleaning. The history of local funds however is not well documented and these data will need to be collected. The division of labor between data collection and forecasting is difficult to estimate but the collection of local funding data could be fairly time consuming.

 

4. On page 2 of the RFP there is a note about the CCMPO’s “innovative financing exercise.” Can we view documentation from this exercise?

The documentation that’s been prepared to date can be found at http://www.ccmpo.org/finance/. I would suggest looking at the Summary Report and "Overview of Innovative Transportation Finance Options". This is an on-going project slated for completion at the end of the calendar year. The selected consultant needs to coordinate their efforts with this work.

 

5. For Task 2, does the CCMPO have a database with the historical spending of the federal, state and local governments for transportation purposes within the CCMPO? Please describe the database.

We do not currently have a database related to the historical costs of maintenance the existing system.

 

6. Are the Scenario Planning RFQ and MTP Financial Plan RFP the only MTP tasks the CCMPO will be seeking consultant assistance on?

Yes. At this point in time, these are the only consultant tasks contemplated.
