Citizen Participation Committee Meeting Notes

April 14 , 2004

Present:

Kevin Biglin, Christine Forde, Polly McMurtry, Diane Meyerhoff, Marti Woodman (Vice-Chair, Acting as Chair).

1. Housekeeping items

  • Kevin reported that the Public Transp. Task Force was written up in the Colchester Sun .

    •  Diane reported that Jane Marvin will be resigning from the committee due to other commitments.

    •  Materials circulated: summary of public involvement techniques, meeting accommodations checklist, Public Transportation Task Force community meeting schedule.

2. Public Involvement Project Form

The group determined that the project form would be the basis for the committee's recommendation regarding a public involvement process for CCMPO projects. Essentially, the form will be our committee's deliverable to the CCMPO. As such, the bulk of the meeting dealt with improvements to the form and a sample case study.

 

The case study, the US 7/Queen City Park Road Bike & Pedestrian Crossing, is underway now. The actual study will assess the current bike/ped crossing and also bike/ped flow from Shelburne Road at Imperial Drive (near Uno's) north to Home Avenue.

 

The case study and a blank form are incorporated into these meeting notes as they represent the committee's work. Other issues were discussed, without conclusion:

•  How to insure that people who are blind are notified of changes to crossing signals? Marti suggested notifying the Vermont Division for the Blind and Visually Impaired (DBVI). Also, the DBVI could insure that their constituents are heard during the planning process.

•  How to incorporate a meaningful timeline without being too detailed? Should we incorporate those who need to be notified and the deadline for notifying them?

•  How to order the public involvement tools? Should we categorize them by “input” versus “output”? Is there some other system?

 

Our homework is to review the form to answer these questions as well as identify any tools that are not included.

 

At the next meeting, the committee will review the form and use it in a case study of the Metropolitan Transportation Plan (MTP). In order to tackle the MTP at our next meeting, Christine and Diane will distribute an MTP summary. Our goal is to wrap up our committee's work by holding one more meeting. If possible, the remainder of our work will be via email.

 

The meeting was adjourned at 3 PM .

 

The next meeting will be May 12th from 1-3PM in the "North" Conference Room.
