Metropolitan Transportation Plan (MTP)

CCMPO's 2025 MTP will expire in January 2010!

In order to keep that plan in effect while we continue working on our new MTP, we are proposing several amendments to bring the 2025 document into compliance with new federal regulations.

The Public Hearing to consider the 2025 MTP amendments will take place Wednesday, January 20, 2010 at 7:00 PM at the CCMPO office at 110 West Canal Street in Winooski. Amendments to the plan are four:

  • 1. Acknowledge a new "planning factor" from SAFETEA-LU: Increase the ability of the transportation system to support homeland security and to safeguard the personal security of all motorized and non-motorized users. This will be included with the other seven factors identified in the MTP introductory chapter, section 1.6.
  • 2. Replace chapter four, Financial Analysis, with this revised MTP Financial Plan. The new text offers funding levels and costs in constant, as well as year-of-expenditure, dollars.
  • 3. Replace 2025 MTP sections 7.1.2 through 7.1.5 with this revised text. This section updates and summarizes the MTP costs based on the revisions to chapter 4. The project table 7-5 has had all costs updated to 2009. These are pages 110 - 113 in the current MTP.
  • 4. Add a new appendix to the MTP to address the environmental mitigation and consultation requirements in the new federal regulations. To view this new section, click here.

What is the Metropolitan Transportation Plan?

Metropolitan Planning Organizations are required by Federal law to develop a long range transportation plan (or MTP) at least every five years. This document must include the strategies, actions and projects that will lead to "an integrated multimodal transportation system to facilitate the safe and efficient movement of people and goods…" Federal funds cannot be used for projects and services unless they are consistent with an adopted long range plan. The MTP must also be financially constrained by the reasonably expected level of transportation funding.

The CCMPO adopted its last long range transportation plan for Chittenden County in 2005, a document that looked out to 2025. This plan, referred to as the 2025 MTP, identifies the major transportation projects, programs and policies needed over the planning period, and establishes the vision and goals that will guide public decisions affecting transportation facilities and services in the County. 2060 Metropolitan Transportation Plan

MTP Schedule Change

Due to longer than anticipated time to analyze the results from last fall's scenario planning workshops, we are extending the schedule to complete the 2060 MTP. We now plan to see this adopted in December 2010. However, with a January expiration of our current MTP, we will be amending that document to include newly mandated federal elements and will adopt that amended MTP in January 2010. A New Planning Horizon of 2060

The CCMPO is now embarking on the next MTP update and we plan to look out 50 years, hence the new plan title - "2060 Chittenden County Metropolitan Transportation Plan". The MTP development process began on the Fall of 2008 with three public visioning workshops. The process is guided by a CCMPO Board appointed Advisory Committee:
