Access Management (AM)


Access Management Categories for State Highways

The Vermont Agency of Transportation (VTrans) uses a process of Access Management to manage access to land development while simultaneously preserving the flow of traffic on the surrounding road system in terms of safety, capacity, and speed. Communities have been encouraged to employ the principles and techniques of access management during site plan review. The process of access management is a cooperative effort on the part of the local zoning and planning agencies and the VTrans.  

One of the means by which CCMPO and other regions participate in the cooperative effort is through the development and periodic update of the Access Management Category Map used by the VTrans Utilities/Permits Unit for the approval of 19 V.S.A. § 1111. access to State Highways Permits, as well as the successful completion of Corridor Management Planning efforts. The Access Management categories describe the desired level of mobility for individual highway corridors. All 6 categories recommend evaluation criterion such as travel speed, traffic volume, and travel distance.

Vermont Access Management Public Outreach Project

CCMPO has been working on a project with the Vermont Agency of Transportation (VTrans) and their consultant, Resource Systems Group, to promote and educate the public on good access management design. The result is an outreach program with the goal of working with the essential partners in the development process including local planning and development officials and their staffs, business owners, developers, consultants and the traveling public: motorists, pedestrians and bicycles to help them understand the benefits of designing a project (or retrofitting an existing development) to avoid the pitfalls of poor access management design.  

Documentation for the Vermont Access Management Public Outreach Project was completed in June 2004. The goal of the project is to use the material to make presentations to local officials, developers and consultants as well as interested citizens. The material includes:

  • Power-point presentations for a variety of audiences
  • Best management practices for Vermont
  • Developer's brochure
  • Permitting flowchart to understand at what stages access management should be considered.
  • Sample access management regulations
  • List of contacts
Municipalities are encouraged to utilize this training resource to promote good access management design and educate those involved in decision making in the development process.
